According to the European Union, both companies have agreed to implement voluntary actions aimed at curbing the spread of false information related to the migrant crisis in Ceuta. Balazs Ujvari, a spokesperson for the Commission, stated, "It has been decided to establish an ad-hoc mechanism in case of escalation and to enhance cooperation."
The measures that have been put in place are designed to activate a system during times of crisis that promotes closer collaboration with fact-checkers. An essential component of this initiative is to identify and label harmful misinformation, particularly concerning surges in migrant activity. Should these initial steps prove inadequate, additional measures may be adopted to further combat the spread of false narratives.
At the end of July, approximately 72,000 individuals managed to reach Ceuta either by land or by swimming. However, most of them returned to Morocco shortly thereafter. Experts believe that misinformation circulating on social media played a crucial role in exacerbating this mass exodus, with reports suggesting that the border was open, thus misleading many into making the perilous journey. This led to prior discussions between the EU and both Meta and TikTok regarding their roles in managing such misinformation.
In response to the crisis, a spokesperson for Meta indicated that the company is actively monitoring the situation in Ceuta and is removing content that violates its policies, including posts that promote or seek smuggling services. Similarly, TikTok has announced that it is taking measures against content that could support human trafficking. The commitment from these social media giants underscores the growing recognition of their responsibility in combatting misinformation, particularly in contexts that can have significant real-world consequences.
