Emphasizing the Need for Innovative Leadership in Africa

On July 14, 2026, in Rabat, Aml Falah Saghrouchni, the Minister Delegate for Digital Transition and Administrative Reform, called for an African public leadership that is open to the world during the opening of the 17th Ministerial Forum of the African Training and Research Centre in Administration for Development (CAFRAD). She emphasized that Africa is rich in human capital, creativity, and robust innovation systems that are continuously evolving, showcasing a remarkable ability to devise solutions tailored to the African context. Saghrouchni stressed the importance of fostering an African leadership model that is deeply rooted in local realities while simultaneously being open to global perspectives, grounded in ethics, competency-driven, and focused on achieving tangible impacts.

During her speech, she articulated that this leadership should not merely replicate imported models or close itself off to practices that have often proven inadequate. Instead, it should empower African administrations to cultivate a culture of performance, cooperation, and quality service delivery. The true measure of effective public leadership, she noted, lies in its capacity to transform vision into results, crises into learning opportunities, diverse perspectives into collective intelligence, and national ambition into shared progress. She advocated for a future where public administrations can learn faster than the pace of crises, work collaboratively, and consistently uphold the public interest.

Morocco's Commitment to Reform and Development

Saghrouchni also highlighted Morocco's commitment to structural and institutional reforms aimed at strengthening the rule of law, enhancing good governance, and placing administration in the service of development and citizen dignity, all under the wise leadership of His Majesty King Mohammed VI. She underscored that, within this vision, administrative reform is a fundamental pillar for development.

In a related context, Kofi Diodone Asoufi, the Director General of CAFRAD, praised Morocco's efforts to adapt to the profound global transformations and its contributions to realizing these changes within the African continent. He noted that the visionary approach of King Mohammed VI regarding South-South cooperation serves as an inspiration for African institutions and injects new momentum into the work of CAFRAD as a governmental body dedicated to enhancing and developing public administration governance across the continent.

The 17th forum is particularly significant as it is held under the theme "Leadership: A Key Driver for Guiding Public Action in a Turbulent, Uncertain, Complex, Ambiguous, Contradictory, and Dangerous Context." It aims to serve as an exceptional platform for strengthening capabilities, centering on leadership as a catalyst for public action in Africa. During the forum's opening, the African Leadership Excellence Award for "Person of the Year 2025" in the category of "Digital Governance for Sustainable Development" was awarded to the Minister Delegate, recognizing her dedication to sustainable development, African integration, and South-South cooperation.

The 17th Ministerial Forum provides participants with the opportunity to discuss challenges related to emotional intelligence, organizational resilience, inter-institutional cooperation, and strategic foresight through five interactive sessions. Discussions will focus on methodological tools that empower senior African decision-makers to effectively lead public action in a context characterized by rapid technological transformations.
