The General Delegation for Prison Administration and Reintegration (DGAPR) in Morocco has announced a significant decision concerning inmates during the upcoming Eid al-Fitr 1447 of the Hijri calendar, which falls in 2026. For this occasion, inmates will exceptionally be permitted to receive a "qoffa," a package of provisions, from their families. This initiative marks a departure from the usual restrictions imposed on such packages, highlighting the positive impact that this practice can have on the morale of prisoners and the importance of maintaining familial ties.

According to the DGAPR's official statement, this allowance will enable inmates to receive provisions only once, delivered by family members who are authorized to visit them. Additionally, diplomatic representatives will also have the opportunity to provide provisions to foreign inmates during their visits. The distribution of these packages is scheduled to commence on the second day of Eid, following a timetable established by the prison authorities to ensure orderly processing.

Moreover, the administration is committed to facilitating communication between inmates and their families regarding the regulations governing the introduction of these provisions and their contents. However, the DGAPR has urged families to act responsibly, emphasizing the need to avoid any attempts to smuggle in items that could compromise the safety of inmates, staff, or visitors. The administration has warned of potential legal action, including prosecution, against those who violate existing regulations.

In parallel with this allowance, the DGAPR is implementing a special and varied food program across all correctional facilities, designed specifically for this religious celebration. This initiative aims to foster an atmosphere of joy and community among the incarcerated population.

Challenges of Overcrowding in Moroccan Prisons

Morocco is home to 75 penitentiary establishments overseen by the DGAPR, which include local prisons, agricultural prisons, central prisons, and reform centers for minors. As of the end of 2023, the prison population has surpassed 100,000, reaching 102,653 inmates, while the facilities were originally designed to accommodate approximately 64,600 individuals. This situation has led to an alarming overcrowding rate of nearly 160% in many establishments. Official reports indicate that nearly 40% of these inmates are in pre-trial detention, and the prison population continues to grow, with projections showing it may exceed 105,000 by 2024.
