Strengthening Bilateral Relations
On July 16, 2026, Morocco and France solidified their partnership by signing twelve significant agreements covering diverse sectors, including foreign affairs, civil aviation, railways, and culture. This landmark event took place during the 15th session of the Joint High Commission for Cooperation, convened in the Moroccan capital, Rabat, on July 15 and 16. The signing ceremony was presided over by Moroccan Prime Minister Aziz Akhannouch and French counterpart Sébastien Lecornu, marking a pivotal moment in the ongoing collaboration between the two nations.
Among the notable agreements is a memorandum of understanding focused on feminist foreign policy, which aims to foster the exchange of expertise and enhance women's diplomacy within the foreign ministries of both countries, as well as at international forums. Additionally, the two nations formalized an agreement in civil aviation that outlines a three-year action plan designed to identify areas and methods for cooperation in this vital industry. Furthermore, the officials oversaw the signing of a loan agreement from the French Development Agency intended to finance the rapid regional train network in Rabat. Another loan agreement was established to support Morocco's water policy, highlighting a shared commitment to sustainable development and resource management. In addition to these infrastructure initiatives, an agreement for collaboration in marine science training was also inked, facilitating knowledge exchange and capacity building in vital scientific fields.
Among the various agreements, there was a collaborative mechanism established to jointly consider the best ways to support innovators and producers of video games in sub-Saharan Africa, reflecting a modern approach to cultural exchange and technological advancement. Moreover, the National Center for Cinema and Animated Images in France and Morocco's Ministry of Youth, Culture, and Communication will enhance their exchanges, promoting cultural ties and artistic collaboration.
The two countries also signed a declaration of intent regarding the teaching of Arabic language, history, and geography within the French education system, further emphasizing the importance of cultural and linguistic ties. Since French President Emmanuel Macron's visit to Morocco in October 2024, there has been a series of reciprocal visits by officials from both countries, culminating in the signing of agreements across various sectors. During that visit, Moroccan King Mohammed VI and Macron signed the "Declaration of Exceptional Partnership," reinforcing the strong diplomatic bond between Morocco and France.
