Morocco and the UAE Forge New Human Rights Agreement
In a significant development aimed at enhancing bilateral cooperation in the realm of human rights, Morocco and the United Arab Emirates (UAE) have agreed to intensify their exchange of expertise and institutional coordination. This agreement was formalized on June 10, 2026, in Rabat through the signing of a memorandum of understanding (MoU) between the Interministerial Delegation for Human Rights in Morocco and the Permanent Human Rights Commission of the UAE. The signing ceremony took place at the headquarters of the Interministerial Delegation, attended by Mohamad Habib Belkouch, the Moroccan delegate for human rights, and Noura bint Mohammed Al Kaabi, the UAE Minister of State for Foreign Affairs, who was on an official visit to Morocco.
During the signing, the two officials engaged in discussions aimed at strengthening bilateral cooperation on human rights issues. They highlighted the historical and fraternal ties binding Morocco and the UAE, as well as the diverse areas of cooperation between the two nations. This memorandum is seen as a vital framework for fostering the exchange of experiences and best practices, enriching dialogue on human rights issues, and enhancing institutional coordination to implement international commitments in this domain.
According to Mr. Belkouch, this agreement is part of a broader initiative to bolster Moroccan-UAE cooperation focused on developing various forms of coordination concerning human rights. He specified that this cooperation would particularly emphasize the sharing of experiences, organizing visits, improving the quality of interventions before international bodies, coordinating positions, and establishing priority structuring programs at both regional and international levels.
In her remarks, Ms. Al Kaabi asserted that this agreement would further develop coordination between the two countries on various human rights matters. She emphasized the importance of capacity building, experience sharing, and disseminating knowledge within this field. To facilitate the implementation of this agreement, a technical committee has been established to review the experiences of both countries and to formulate an action plan that outlines the main priorities concerning human rights.
Furthermore, both parties agreed to enhance their cooperation within regional and international bodies and to strengthen their joint presence in various human rights forums. The memorandum also outlines plans to organize conferences, seminars, roundtables, and training sessions aimed at developing institutional capacities, along with exchange visits, studies, and research initiatives to promote a culture of human rights.
