The Appeals Jury concluded that the behavior of the Senegalese team fell under the purview of these rules, resulting in their disqualification from the match and the official recognition of a 3-0 score in favor of Morocco.

This decision was significantly influenced by an incident that occurred during stoppage time of the match, where following a penalty awarded to Morocco, several Senegalese players exited the pitch, leading to a prolonged delay and a situation deemed contrary to the competition regulations.

The CAF's ruling identified a breach of Article 82 by the Senegalese Football Federation, affirming the validity of the concerns raised by the FRMF. Consequently, the sanction imposed by the regulations necessitated Senegal's forfeiture of this critical match.

They confirmed that Moroccan player Ismaël Saibari exhibited misconduct, violating Articles 82 and 83(1) of the CAF Disciplinary Code. However, his suspension was adjusted to two matches, with one match suspended, and the previously imposed fine of $100,000 was rescinded. The Moroccan Football Federation was also held accountable for incidents involving ball boys, though their fine was reduced to $50,000.

In terms of the interference around the Video Assistant Referee (VAR) area, the Appeals Jury upheld the original fine of $100,000. The sanction concerning the use of a laser was partially accepted, leading to a reduced financial penalty of $10,000. All other appeals or claims were dismissed.

In a statement following the ruling, the Royal Moroccan Football Federation expressed their satisfaction with the outcome, emphasizing their commitment to upholding the regulations and not questioning the sporting merits of the participating teams. They reiterated their dedication to the clarity of rules and the stability of African competitions.
