Morocco Emerges as One of the Safest Nations in the 2026 Global Terrorism Index

Morocco's Remarkable Achievement in Counterterrorism

In the latest findings of the 2026 Global Terrorism Index, Morocco proudly stands out as one of the safest countries in the world regarding terrorism. The report categorizes Morocco in the lowest-risk tier, assigning it a score of zero, which indicates that the nation has not experienced any terrorist incidents. This impressive ranking underscores Morocco's ongoing success in thwarting potential attacks and maintaining national stability through a series of proactive security initiatives.

Published by the Institute for Economics & Peace, the report highlights a significant overall decline in global terrorism trends. In 2025, terrorism-related deaths decreased by 28%, totaling 5,582, and the number of attacks diminished by nearly 22%. Notably, 81 countries reported improvements, marking one of the most encouraging developments in recent years.

Strategic Counterterrorism Measures in Morocco

Morocco's commendable position in the Global Terrorism Index is a testament to its long-term commitment to counterterrorism strategies. The nation's authorities have prioritized intelligence-driven operations, effectively dismantling suspected terrorist cells before they can execute their plans. Moreover, Morocco collaborates closely with international partners and fosters a moderate religious narrative to combat extremist ideologies. This multifaceted approach has been instrumental in maintaining the country's stability, even amidst ongoing threats from nearby regions.

While global trends show improvement, the report indicates that terrorism continues to concentrate in certain hotspots. Pakistan has been identified as the most affected country in 2026, followed by Burkina Faso, Niger, Nigeria, and Mali, which collectively account for a significant portion of global terrorism-related fatalities. Additionally, the Sahel region of sub-Saharan Africa remains the epicenter of terrorism, responsible for more than half of all terrorism deaths worldwide, with armed groups linked to the Islamic State and other extremist factions exploiting weak governmental control and porous borders.

Despite the positive shifts observed globally, the threat of terrorism is far from eradicated. The report cautions that while improvements were noted in 2025, the sustainability of these gains is uncertain, particularly in light of emerging global conflicts that could lead to a resurgence in terrorism.
