Morocco's Strategic Move in Hydrocarbon Exploration

The Moroccan government has taken a significant step in enhancing its energy independence by awarding ten new licenses for oil and gas exploration in the deep waters of the Atlantic Ocean. This initiative is part of the Gharb Deep Offshore project, aimed at exploring hydrocarbon resources off the coast of Kenitra. According to Leila Benali, the Minister of Energy Transition and Sustainable Development, these licenses will remain valid for three years, focusing on the search for hydrocarbons in this strategic maritime region.

These licenses have been granted to a partnership formed by the National Office of Hydrocarbons and Mines (ONHYM) and Murphy Morocco Oil, a subsidiary of the American company Murphy Oil. The exploration area encompasses approximately 17,000 square kilometers of deep Atlantic waters, highlighting Morocco's commitment to expanding its exploration efforts in national resources.

The initial phase of the program will involve reprocessing and analyzing three-dimensional seismic data, which is crucial for identifying geological structures beneath the seabed before any exploratory drilling can commence. The awarded company is mandated to make the necessary investments for seismic prospecting and drilling and to adhere to the technical and financial commitments outlined in the oil contract.

Moreover, the agreements stipulate strict compliance with national and international marine protection regulations, which include conducting environmental impact assessments prior to initiating any activities in the area. The company must also provide regular reports detailing exploration results and geological, technical, and financial information to facilitate project monitoring and strengthen governance in the energy sector.

Morocco's heavy reliance on imports to meet its oil and gas demand has propelled the nation to intensify its efforts in exploring domestic resources and exploiting its shale oil reserves. This strategic initiative is expected to reduce its energy dependence significantly and bolster its economic resilience in the long term.
