Introduction of Autocar Sûr and Fleet Renewal Initiatives
The Ministry of Transport and Logistics in Morocco has officially announced the launch of two significant and complementary programs aimed at enhancing vehicle safety and modernizing the transport sector. The programs, named Autocar Sûr and the fleet renewal initiative for rural and long-distance passenger and freight transport, are set to commence on June 1, 2026, via the dedicated digital platform tajdid-hadira.narsa.gov.ma. This announcement marks a pivotal moment as it formalizes the long-anticipated activation of incentives designed to improve vehicle safety and facilitate modernization across various regulated transport categories.
Program Details and Implementation Phases
The fleet renewal program is targeted at four distinct categories of operators: rural passenger transport services, freight transport for third parties, breakdown and recovery operators, and driving schools. Each category will have the opportunity to apply for support aimed at modernizing their fleets, which typically includes financial assistance for the scrapping and replacement of older vehicles. Notably, this process will be conducted entirely online, in collaboration with the National Road Safety Agency (NARSA). The rollout of these programs will occur in two phases. The first phase, starting on June 1, will allow companies without active accounts to register on the platform. This preparatory phase is crucial, as it enables operators to create profiles, verify necessary documentation, and prepare for the formal application process. The second phase will commence on June 15, at which point operators can submit their requests for fleet renewal and vehicle demolition. It is important to note that accounts created prior to June 1 will remain valid for new applications once phase two begins.
Additionally, the announcement included a housekeeping provision stating that any applications submitted prior to this announcement that have not yet resulted in formal spending commitments will be rendered void. Companies affected by this will need to resubmit their requests under the 2026 program. This measure is intended to ensure a fresh start for the new cycle, preventing any unresolved legacy applications from complicating the processing of new requests.
The introduction of the Autocar Sûr and fleet renewal programs reflects Morocco’s ongoing commitment to improving road safety while simultaneously reducing the average age of its national transport fleet. This dual objective carries both economic and social implications, as an ageing fleet tends to escalate maintenance costs, diminish service reliability, and increase the risk of accidents. The transition to a fully digital application and management platform, overseen by NARSA, signifies a substantial improvement in the governance of transport incentive programs. This shift is particularly beneficial for smaller operators in rural areas, who have historically faced administrative hurdles that hindered their participation in such programs.
