Morocco has once again distinguished itself on the international stage concerning public safety, earning a place among the top 20 countries in the Global Public Security Index Report 2025-2026. This prestigious report was unveiled on September 9 during the Global Forum on Public Security Cooperation, held in Lianyungang, Jiangsu province, China.
With an impressive overall score of 76.15 points, Morocco stands out as the sole African nation included in this international ranking, which assesses a total of 62 countries. This recognition underscores the Kingdom's commendable performance across various domains related to security and the protection of its citizens.
The report evaluates countries based on four key dimensions: public order and safety, counter-terrorism efforts, cybersecurity, and road safety. Morocco excelled in its counter-terrorism initiatives, achieving a remarkable score of 87.45 points, which ranks it 9th among the selected countries in this category.
In addition to its strong performance in counter-terrorism, Morocco scored 71.73 points in cybersecurity, once again placing it 9th within the group. The dimensions of public order and safety received a score of 73.82 points, while road safety reached 71.50 points. For context, China topped the list with a score of 84.62 points, followed closely by Singapore (84.42), Uzbekistan (83.81), Belarus (82.24), and Turkmenistan (82.20). Vietnam recorded 76.96 points, and Tajikistan 76.37 points.
It is important to note that the 20 countries featured in the report are listed alphabetically rather than by their overall ranking, with scores reflecting their varying levels of performance.
The index is based on several criteria, with the evaluation of public order and safety considering factors such as homicide rates, gun and drug-related crimes, terrorist incidents and their victims, as well as perceptions of current and future risks.
In terms of counter-terrorism, the report's authors analyze the level of terrorism, current and future risks, and governance in this area. Cybersecurity encompasses the state of cybercrime, risks associated with artificial intelligence, perceptions of threats, and governance capabilities. Road safety is evaluated based on accidents, mortality rates, perceived risks, and the effectiveness of governance measures.
The release of this report coincided with the Global Forum on Public Security Cooperation 2026, which brought together over 2,100 representatives from 139 countries, regions, and international organizations. Chinese Minister of Public Security, Wang Xiaohong, a member of the State Council, participated in the discussions and delivered a speech at this gathering focused on enhancing international cooperation in public security.
The recognition of Morocco among the 20 distinguished countries in this report, along with its status as the only African representative, highlights the Kingdom's achievements in several strategic sectors of public security, particularly in counter-terrorism and cybersecurity.
