Morocco Launches Comprehensive Strategy for Small Business Growth
On April 29, 2026, Morocco officially introduced a national initiative aimed at accelerating the development and transformation of micro, small, and medium-sized enterprises (TPMEs), which are fundamental to the country’s economic framework and job creation. Dubbed the "PACTE TPME," this program was unveiled in Rabat by Ryad Mezzour, the Minister of Industry and Trade, alongside various government officials and private sector representatives, including Chakib Alj, the president of the General Confederation of Moroccan Enterprises (CGEM).
This initiative forms part of a contractual agreement between the Moroccan government and Maroc PME, set to span from 2026 to 2030. Its primary objective is to enhance the competitiveness, resilience, and growth potential of small businesses through a cohesive package of services and support. The strategy is structured around four key pillars: structuring, resilience, competitiveness, and growth. These pillars are designed to grant TPMEs access to high-level expertise, particularly in digital transformation and management practices, which are often perceived as prohibitively expensive for smaller firms.
Minister Mezzour emphasized the importance of this initiative, stating, "It is not just about creating jobs anymore; it is about generating value and wealth." He highlighted the need for a shift in the business model to foster more skilled employment opportunities. The Minister of Tourism, Fatim-Zahra Ammor, echoed this sentiment by underscoring the pivotal role of TPMEs in driving innovation, regional development, and enhancing the tourism sector's offerings. The CGEM welcomed this structured and coordinated approach to supporting enterprises and announced plans for regional meetings to promote the initiative nationwide.
The launch event, which gathered institutional, economic, and financial stakeholders, was marked by the signing of several partnership agreements aimed at ensuring the effective implementation of the program. Additionally, Maroc PME revealed a new visual identity as part of its "ORBIT 2030" strategy, which seeks to modernize its positioning and improve its visibility among businesses.
