As the summer season approaches, the Moroccan Federation for Consumer Rights is taking a firm stand against a highly controversial practice in the car rental industry. This organization aims to put an end to the requirement of blank checks by car rental agencies, a condition that has raised significant concerns among consumers.

With the onset of summer holidays, there is typically a surge in bookings for self-drive vehicles, which reignites discussions about a common stipulation imposed by many rental service providers. These agencies often require clients to provide a signed blank check as collateral before handing over the vehicle keys. This practice has come under scrutiny for its legal implications, sparking a call for regulatory intervention.

In response to these concerns, the Moroccan Federation for Consumer Rights has officially taken up the matter. The organization argues that the requirement for a blank check contravenes existing legal provisions and that urgent action is necessary from the relevant authorities to reform the industry's practices. Bouazza Kherrati, the Federation's president, outlined a proactive action plan on social media, indicating that an official communication will soon be sent to the Ministry of Transport and Logistics. The goal is to broaden the discussions to include other strategic ministries, such as the Ministry of the Interior and the Ministry of Tourism, to ensure a comprehensive approach to this issue.

The initiative seeks to foster a trustworthy environment within the car rental market, with the aim of establishing clear and lawful alternatives that protect consumers from potential financial exploitation. This new framework intends to safeguard both consumer interests and the vehicle fleet of rental professionals, promoting a balanced and fair marketplace.

In Morocco, the regional transport and logistics departments, which require the approval of a new set of regulations for rental agencies to continue their operations, are currently under scrutiny by the Federation of Car Rental Associations. Abdellah Achnane, president of the Federation of Car Rental Agencies in Morocco, advises travelers and potential clients to engage only with reputable agencies that are legally recognized, maintain a professional website, provide contracts, and ensure consistent communication throughout the rental process.

Consumer protection associations in Morocco are advocating for expedited regulation to organize the residential apartment rental sector, which is often dominated by 'street brokers' who manipulate pricing and exploit consumers' finances.

Despite facing numerous challenges in recent years, the car rental sector in Morocco is beginning to recover. After a series of crises, the market saw a significant rebound in 2024, with over 52,000 vehicles acquired, marking a 13% increase compared to previous years. This resurgence is attributed to the substantial return of tourists, though the industry continues to grapple with new regulatory challenges. Tarik Dbilij, president of the Federation of Self-Drive Car Rental Companies (FLASCAM), has called for a complete overhaul of the legal framework to facilitate a restructuring of the sector in response to these evolving demands.
