Morocco Hosts Global Aviation Ministers to Forge a Sustainable Future
In a significant gathering held on April 14, 2026, in Marrakech, Morocco, approximately 40 transport and civil aviation ministers from various regions around the globe convened to adopt the "Call to Action" declaration. This initiative underscores a strong political commitment towards the development of safer, more sustainable, and inclusive civil aviation, aligning with the medium and long-term strategy of the International Civil Aviation Organization (ICAO). The event, part of the 5th ICAO Global Implementation Support Symposium (GISS 2026), was organized by the Kingdom of Morocco in partnership with ICAO and held under the high patronage of His Majesty King Mohammed VI. The theme of the meeting, "Ensuring No Country is Left Behind in Aviation," resonated throughout the discussions, which included not only high-ranking officials from around the world but also the president and secretary-general of ICAO.
Juan Carlos Salazar, the Secretary-General of ICAO, highlighted Morocco's role as a global aviation hub, stating, "For nearly a year, we have been working closely with the Kingdom of Morocco to organize this event, showcasing its importance in the civil aviation sector. This gathering attracts over 1,000 aviation professionals from more than 100 countries, further emphasizing Morocco's exemplary status in the global aviation landscape." Salazar commended Morocco for its efforts in enhancing connectivity and utilizing civil aviation for the common good, showcasing how the sector can drive economic development and diversification.
Morocco's Vision for the Future of Aviation
During the high-level ministerial meeting, Abdessamad Kayouh, Morocco's Minister of Transport and Logistics, reaffirmed the nation's ambition to emerge as a key player in the global air transport sector. He emphasized the Kingdom's commitment to ensuring a safe, sustainable, and resilient aviation sector capable of adapting to rapid changes and future challenges. "International cooperation and the exchange of expertise are vital to building an efficient air transport system and ensuring sustainable growth," Kayouh stated.
This ambition is supported by a comprehensive mobilization of all stakeholders in the aviation sector. The National Airports Office (ONDA) is implementing its "Airports 2030" strategy, which aims to modernize airport infrastructures significantly. The goal is to increase passenger capacity by 2030 by developing smart airports focusing on digitalization and advanced technologies, ultimately improving passenger experiences and streamlining procedures.
In this context, Morocco is also advancing its aviation industry, which now includes around 150 companies, generating over 25,000 direct jobs and nearly 26 billion dirhams in annual revenue. Recent strategic agreements with international groups have led to the establishment of an aircraft engine maintenance workshop and a manufacturing unit for landing gears, enhancing Morocco's attractiveness as a leading industrial platform in the aviation sector. The ambitious development plan launched by Royal Air Maroc aims to modernize its fleet to reach nearly 200 aircraft by 2037, strengthen national and international connections, and solidify Morocco's position as a continental and international aviation hub.
Furthermore, the discussions at this event reaffirmed the commitment of states to a safe, sustainable, accessible, and resilient international air transport system. Aligned with ICAO's 2026-2050 strategic plan, the meeting set forth ambitious goals, including zero fatalities and achieving carbon neutrality by 2050. The initiative "No Country Left Behind" was emphasized, highlighting the importance of equitable access to the benefits of civil aviation for all nations, regardless of their development status.
This meeting served as a vital platform for dialogue and partnership, focusing on strategic priorities such as enhancing civil aviation governance, mobilizing sustainable financing for infrastructure, and integrating aviation into national sustainable development policies.
