On June 23, 2026, Moroccan Minister of Transport and Logistics, Abdel Samed Kayouh, held a significant working meeting at the ministry headquarters with François Daven, the Director General of the International Union of Railways (UIC). This meeting coincided with the 11th Conference of Transport Ministers from the Western Mediterranean countries (5+5 Transport Group), taking place in Rabat on June 23 and 24. The gathering served as an invaluable opportunity to highlight the robust collaborative relationship between Morocco and the UIC, applauding the positive dynamics that characterize this partnership and its crucial role in advancing Morocco's railway sector.

During their discussions, the two officials addressed the strategic priorities of the UIC and various international initiatives aimed at enhancing railway infrastructure and services. They explored avenues for collaboration that would align with Morocco’s ambitions in modernizing its railway transport, improving its efficiency, and reinforcing its sustainability. Minister Kayouh emphasized that this meeting was part of Morocco's leadership role within the UIC in Africa, underlining the impressive developments occurring in the country's railway sector under the directives of the monarchy. This includes both conventional trains and high-speed rail projects, notably the major new line connecting Rabat and Marrakech, which is expected to be operational by 2029.

Enhancing Sustainable Rail Transport

The discussions also delved into the technical and regional cooperation opportunities available to mobilize greater international partnerships in support of railway sector development. Minister Kayouh pointed out the UIC's proposed mechanisms for addressing carbon emissions and securing essential funding to develop railway networks as a rapid and environmentally friendly transport alternative, reiterating Morocco's commitment to this significant undertaking. The dialogue also encompassed projects linking Marrakech and Agadir, as well as the modernization of the classic network connecting Oujda and Marrakech. Notably, a major project set to take place in Ben Guerir will focus on locomotive manufacturing, projecting that Moroccan industry could achieve a contribution rate of 68%.

For his part, François Daven expressed his satisfaction with his visit to Morocco and the opportunity to meet with the Moroccan Transport Minister. He highlighted that the National Office of Railways in Morocco is currently leading the African region within the UIC. Daven shared that the UIC is in the process of forming an international coalition aimed at ensuring that the railway sector benefits from carbon-related financing initiatives being developed globally. He noted that investment in railway infrastructure significantly reduces carbon emissions, citing the Moroccan high-speed train, "Al-Boraq," which has enabled the country to avoid millions of tons of carbon emissions and reduce fuel consumption. However, he pointed out that the railway sector does not receive funding that corresponds to its contributions.

Daven reiterated his hopes for the overall advancement of railway transport in Africa, particularly in Morocco, emphasizing the UIC's commitment to enhancing public transport systems, especially in countries that urgently need to develop their transport frameworks. At the conclusion of their meeting, both parties reaffirmed their mutual desire to continue strengthening cooperation to enhance the national railway system, contributing to more efficient and sustainable mobility for citizens and supporting economic development.
