Morocco's Digital Strategy: A Pivotal Moment

The Minister Delegate for Digital Transition and Administrative Reform, Amal Filah Saghroushni, has emphasized that the "Digital Morocco 2030" strategy marks a significant turning point in the country’s digital transformation journey. This assertion was made during her speech at the 152nd session of the Diplomatic Forum held in Rabat, which was attended by ambassadors and representatives from international organizations. The minister highlighted Morocco's commitment to a careful approach in defining its digital directions, one that rejects dependency and isolation while adopting a model that respects national specificities.

Strategic Foundations of Digital Transformation

Saghroushni pointed out that this strategy is built on four fundamental pillars. First, it aims to enhance technological sovereignty through well-considered infrastructure choices. Second, it seeks to develop an advanced regulatory framework based on effective data governance. Third, it promotes a modern and open approach that is rooted in the national context. Finally, there is a strong focus on developing artificial intelligence capabilities that serve the national economy. Additionally, she noted that Morocco's strategic geographical position enables it to play a central role in reshaping global technological balances by adopting a multilateral approach founded on international cooperation and creating value-added partnerships.

The minister stressed that the success of the digital transformation hinges on continuous planning and evaluation. She clarified that digitization is not an end goal in itself but rather a means to serve society and enhance state efficiency by building a more straightforward, secure, and citizen-centric administration. In support of these initiatives, Abdelati Habak, head of the Diplomatic Institute, highlighted the significant strides Morocco has made in administrative reform, showcasing structural changes aimed at simplifying administrative processes, enhancing decentralization, and reinforcing principles of good governance.
