Morocco's Green Electricity Certification Initiative
In a significant step towards sustainability, Morocco is launching a national green certificate platform aimed at enhancing the traceability of its renewable electricity. This initiative is critical as the nation prepares to align with the European Union's carbon adjustment mechanisms. Recently, the Ministry of Energy Transition and Sustainable Development (MTEDD) revealed the results of its call for expressions of interest (AMI), which was initiated in April 2026. By the closing date on June 1, 2026, the ministry had received a remarkable 15 applications from both national and international companies and consortiums. These applications include market operators, certificate registry platform providers, IT solution developers, and engineering and consulting firms, all vying to contribute to this vital initiative.
The green certificate framework, established by a decree adopted in November 2024, mandates that applications for these certificates are submitted through a digital platform overseen by the government authority responsible for energy transition. The importance of these certificates cannot be overstated; they will enable industries to prove that their electricity consumption comes from renewable sources, thereby significantly reducing the declared carbon footprint of their production processes. This is especially pertinent as the EU's Carbon Adjustment Mechanism (MACF) gradually rolls out, requiring Moroccan exporters in sectors such as cement, fertilizers, aluminum, and steel to validate the low-carbon origin of their electricity to maintain competitiveness in European markets.
Future Steps and Compliance
To ensure that the upcoming platform meets the requirements of the European guarantee of origin market, it must comply with several EU directives concerning renewable energy, electricity, and energy efficiency. Currently, a dedicated committee is reviewing the submitted applications to identify the most suitable technical, financial, and operational model tailored to Morocco's context. Following this review, the ministry plans to launch a formal tender for the acquisition, implementation, and potentially the operation of the national platform that will manage all renewable electricity certificates in Morocco.
