Transforming Disaster Response in Morocco
In light of the increasing frequency of extreme weather events, Morocco is taking substantial steps to enhance its national disaster response framework. The country is shifting its focus from mere emergency reactions to a more anticipatory and proactive approach. Key initiatives include precise mapping, multi-channel alerts, and bolstering the resilience of critical infrastructures. The national disaster management system is evolving, aiming to mitigate the impacts of natural disasters more effectively and ensure the safety of its citizens.
Strategic Investments and Technological Innovations
Between 2015 and June 2026, the Natural Disaster Effects Mitigation Fund (FLCN) has successfully established agreements for a total of 367 projects, amounting to an impressive 4.89 billion dirhams, with 1.77 billion dirhams (36%) provided by the Fund itself. While heavy protective works such as dams still constitute nearly half of these projects, significant progress has been made in implementing early warning systems and mapping initiatives, which together now account for nearly 30% of the projects and around 1 billion dirhams in investment. These developments represent a critical transition towards a strategy based on territorial intelligence and data-driven decision-making.
The implementation of advanced cartographic tools, including high-resolution digital terrain models, is at the heart of this transformation. Currently, flood risk mapping covers only six provinces, encompassing 6.38% of the territory, but ongoing studies aim to expand this to 53 provinces (59.57%). The completion of technical prerequisites will likely lead to significant advancements in coverage in the coming year. Additionally, the Flood Risk Prevention Plans (PPRI) are in development, with only 9.57% coverage currently available, while 15.95% are nearing completion, and the remainder awaits initiation.
The Vigirisque Inondations initiative, launched in 2019, serves as a vital link between meteorological predictions and emergency response activation. Currently operational in four pilot zones, the program is set to expand to 15 provinces in its next phase, aiming for nationwide coverage by 2031. This system not only enhances alert mechanisms but also ensures that citizens receive timely information through various channels, including multilingual automatic announcements and smartphone alerts, ensuring no one is left isolated during emergencies.
Moreover, a nationwide directive mandates that institutional actors assess their critical infrastructures and develop plans to maintain operational continuity during crises. The shift from early warning to early action is facilitated by action mapping, which identifies vulnerable areas and outlines preventive measures to be implemented as soon as risks are activated. These maps have already proven effective during past flooding events, showcasing their importance in proactive disaster management.
