Significant Growth in State Revenue
The General Treasury of the Kingdom of Morocco has reported that the state's ordinary revenue reached an impressive 261 billion dirhams by the end of July 2026, demonstrating a notable increase of 8.3% compared to the figures recorded at the end of July 2025. This growth reflects a robust performance in tax collections, particularly in customs duties and internal taxes.
Tax Revenue Highlights
According to the monthly publication detailing public finance statistics for July 2026, the increase in state revenue is largely attributed to a 13.3% rise in customs tax revenues and a 12.8% increase in internal taxes. However, it is important to note that non-tax revenues have seen a significant decline of 23.2%. The achievement rate for the revenues reached 62.2%, compared to 65.6% from the previous year. Tax revenues amounted to 237.1 billion dirhams, a rise from 209.9 billion dirhams in July 2025, marking an increase of 12.9%. This growth was driven by a substantial 21.8% rise in corporate tax, a 2% increase in income tax, and an 11.1% rise in internal value-added tax, alongside a 14.1% increase in registration and stamp duties.
Furthermore, customs tax revenues stood at 73.057 million dirhams at the end of July 2026, compared to 64.483 million dirhams the previous year, fueled by a 14.1% increase in customs duties, a 12.7% rise in import VAT, and a significant 15.4% increase in internal consumption tax on manufactured tobacco. Conversely, non-tax revenues decreased by 23.2%, which translates to a drop of 7.219 million dirhams. This decline primarily stems from reduced transfers from special treasury accounts to the general budget, which fell to 10.685 million dirhams from 14.470 million dirhams, alongside a drop in revenues from debt relief measures from 3.080 million dirhams to just 198 million dirhams. Despite these declines, revenues from monopolies rose slightly to 9.480 million dirhams from 9.346 million dirhams. The net ordinary revenues, calculated based on gross ordinary revenues after deducting refunds, exemptions, and tax settlements, reached 248.2 billion dirhams at the end of July 2026, compared to 229.8 billion dirhams the previous year, reflecting an increase of 8%.
