This agreement extends beyond traditional military cooperation, encompassing technology transfer, training, and the development of defense industries. According to data from the U.S. Department of Defense, the agreement aims to “enhance Morocco's defensive capabilities and improve interoperability between the armed forces of both nations.” It also opens the door for American investments in the Moroccan military industry, representing a qualitative shift in the country's defense policy.

This shift reflects Morocco's transition from being merely an arms importer to an active player seeking to establish a national defense industrial base. This aligns with Barry Buzan’s concept of “comprehensive security,” which acknowledges that security now encompasses economic and technological dimensions, not just military ones.
