Significant Legal Developments in the Imouzzer Kandar Case
The legal proceedings involving Mustafa Lakhsam, a former world champion in full-contact sports and kickboxing, as well as the president of the Imouzzer Kandar municipality, have taken a new turn. This follows a decision made by the Ordinary Criminal Chamber of the First Instance Court in Safro to postpone the case until June 9, 2026. This delay comes in response to a request from the defense team representing Lakhsam and the other defendants, allowing them additional time to review the case documents and prepare appropriate legal defenses.
The case has garnered significant attention from both local and national public opinion, as five individuals holding various responsibilities within the Imouzzer Kandar municipality are facing allegations related to mismanagement and the embezzlement of public funds. The origins of this case trace back to an official complaint lodged by the opposition within the municipal council, which led to direct accusations of “embezzling public funds” due to discrepancies found in the lists of temporary workers at the municipality. Allegations emerged that salaries and compensations were paid to individuals suspected of not providing any actual services to the municipality, leading to what is now referred to as the “ghost workers” scandal.
Previously, the regional judicial police in Fes had initiated a thorough investigation into this matter, interviewing various parties involved, including the complainants. The inquiry aimed to scrutinize the status of 84 temporary workers mentioned in the complaint, identified as individuals receiving financial compensation without performing real tasks. Reports included in the indictment and complaints from the opposition indicate that many names on the controversial temporary workers' lists are linked through familial ties or close relationships with influential municipal advisors, intensifying local debate and placing the management of human and financial resources at the Imouzzer Kandar municipality under judicial scrutiny.
