Establishment of a Joint Logistics Company
On September 10, a decree was published authorizing the establishment of a new joint company between the Moroccan Agency for Logistics Development (AMDL) and the Casablanca-Settat region. This initiative aims to develop a logistics and industrial platform covering an area of 70 hectares located south of Casablanca, with a total investment of 550 million dirhams.
This decree, numbered 2.26.167 and signed on September 4, facilitates the creation of the company named "Société Marocaine des Installations Logistiques de la Région de Casablanca-Settat." The purpose of this entity is to develop and market the designated logistics and industrial platform in the Ouled Saleh commune. The AMDL holds an 80% stake in the company, while the Casablanca-Settat region owns the remaining 20%. This public-regional partnership mirrors similar collaborations previously established by the AMDL across various regions of Morocco.
Financial Overview and Strategic Goals
The company is backed by a social capital of 500 million dirhams, contributing to a total project investment of approximately 550 million dirhams, with the AMDL providing 400 million dirhams and the region covering the remaining 150 million dirhams, including a 50 million dirham subsidy. According to the decree, the company is projected to generate cumulative revenues of around 800 million dirhams between 2025 and 2049, with an estimated cumulative profit of 55 million dirhams. The internal rate of return for the project is estimated at 7.2%. Although this indicates limited profit generation, the primary focus of the company is to develop, provide infrastructure, and commercialize the area, serving as a strategic asset for regional economic development rather than purely a financial vehicle.
The groundwork for this project was laid in July 2024 when a partnership agreement was signed involving key stakeholders, including the Ministries of Finance and Logistics, the regional council, the Urban Agency of Casablanca, the Nouaceur province, and the Ouled Saleh commune. The AMDL's board of directors approved the establishment of the company on July 23, 2025, and the regional council ratified its decision in October 2025. The publication of the decree on September 10 marks a significant milestone, allowing the company to commence operations.
This initiative is part of a broader strategy by the AMDL and regional authorities to enhance logistics infrastructure across the country. The Zenata park in Casablanca, for example, plans an investment of 2.8 billion dirhams across more than 322 hectares, expected to create around 25,000 direct and indirect jobs. Compared to Zenata's extensive industrial and integrated logistical aims, Ouled Saleh’s targeted focus on logistics installations and related activities complements the overall strategy to establish a network of platforms tailored to meet the region's growing economic needs, especially in light of the diminishing availability of land for economic activities. The AMDL has successfully implemented similar models in other regions, emphasizing dedicated partnerships and thematic platforms.
