Rabat's Commitment to Electric Mobility
The Rabat Region Mobility initiative is taking significant steps to bolster the electric vehicle (EV) charging infrastructure within Rabat and its surrounding areas. The project aims to deploy new charging stations across ten parking facilities, thereby ensuring a more robust framework for electric mobility. In addition, the initiative will oversee the integration and management of the existing 24 charging stations located at Bab Fès and Oulad Dlim, which currently feature six and eighteen charging points, respectively. The overarching goal is to create a comprehensive, accessible network of charging solutions that caters to the growing demand for electric mobility.
Details of the Charging Station Deployment
To support this endeavor, Rabat Region Mobility has issued a call for proposals focused on the installation, operation, and maintenance of new charging stations for electric and plug-in hybrid vehicles across various parking locations in the capital. The selected sites include Harhoura Nord, Témara Plage, Bab El Had, Bab Chellah, Théâtre Mohammed V, Place de Russie, Rue Bruxelles, Place Italie, Badr, and Rabia Adaouia. This expansion is set to complement the existing infrastructure, enhancing the overall service available for electric vehicle users. The future operator will be tasked with not only deploying new charging equipment but also ensuring the effective integration, supervision, operation, and maintenance of the current installations.
In their proposals, candidates must provide a comprehensive methodology outlining their strategy for the design, deployment, operation, and maintenance of the charging stations. This includes detailing the overall concept of the charging solution and its integration within the designated parking areas. Furthermore, the applicants are encouraged to offer supplementary services related to the operation of the charging stations. Proposals must also encompass technical details concerning the layout and installation of the equipment, including access routes, technical specifications, and safety measures.
Additionally, the proposal must cover the electrical connection and supply solutions, installation sizing, electrical panels, protective devices, and metering systems. A key component of the future setup will be a supervision system that enables monitoring of the charging stations’ status, energy consumption, charging sessions, and any potential malfunctions, alongside maintenance operations. Security features such as signage, ground markings, and physical protection must also be included, with a strong emphasis on integrating existing equipment.
The operational and maintenance structure of the service will need to be clearly defined, including management protocols for the charging stations and the necessary human, technical, and organizational resources. The proposed system should allow for remote monitoring of equipment functionality and availability, as well as a dedicated organization for preventive and corrective maintenance. Moreover, response times for any incidents or breakdowns will be established, alongside user assistance protocols and complaint handling procedures, ensuring continuity, availability, and service quality.
Periodic reporting on energy consumption, charging sessions, and operational data will be required for Rabat Region Mobility. The project is divided into two phases: the first will focus on the integration and operational setup of existing charging stations at Bab Fès and Oulad Dlim, while the second will encompass studies, construction, connections, installations, testing, and commissioning of new stations in the other designated parking facilities.
