Rabat Hosts Significant Morocco-EU Conference on Regular Migration
On April 9, 2026, Rabat served as the venue for a pivotal conference focusing on regular migration, which brought together representatives from Morocco and the European Union (EU). The event was presided over by Younes Sekkouri, Morocco's Minister of Economic Inclusion, Small Business, Employment, and Skills. This important gathering also featured esteemed figures such as Dimiter Tzantchev, the EU Ambassador to Morocco, and Christophe Lecourtier, the French Ambassador to Morocco. The discussions centered around two key programs aimed at enhancing migration governance: the THAMM program and the Regional Migration Initiatives Program (PRIM2).
The THAMM program seeks to improve the governance of international labor migration to and from partner countries, while ensuring the protection of the rights of migrant workers. PRIM2, a continuation of the initial PRIM project launched in 2020, is supported by the French Development Agency (AFD) and focuses on the localization of national migration policies in Morocco.
During the conference, Minister Sekkouri emphasized Morocco's commitment to collaborate with the EU on structured and orderly migration, as outlined in the Marrakech Pact. He stated, "Morocco is highly engaged in fostering exemplary cooperation with the European Union, particularly in regards to regular and legal migration." He further highlighted the necessity for Morocco to prioritize economic development and skill mobilization while remaining open to collaboration with partners, provided the approach is mutually beneficial.
In his remarks, Ambassador Tzantchev reiterated the importance of adopting a structured approach to migration, framing it as an opportunity rather than a challenge. He expressed a desire for collaborative efforts focused on three main aspects, including territorial inclusion. Ambassador Lecourtier added that France requires well-regulated circular migration tailored to specific skill sets, aiming to convert migration into a win-win-win scenario for migrants, their home countries, and host nations.
This conference marks a significant step in enhancing the dialogue and cooperation between Morocco and the EU regarding migration, emphasizing a commitment to shared values and mutual benefits in the management of migration flows.
