Surge in Administrative Complaints in Morocco, with Interior Ministry Facing the Most Grievances

According to statistical data released for the year 2025, Morocco has witnessed an unprecedented surge in the services provided by the Moroccan Ombudsman Institution (Diwan al-Mazalim), with a total of 9,958 registered cases. This figure represents a remarkable increase of 25.29% compared to the 7,948 cases recorded in 2024.

During a press conference held in Rabat, Hassan Tariq, the Ombudsman, revealed that direct grievances accounted for 67.99% of the total files, amounting to 6,770 cases. Additionally, there were 3,157 cases related to guidance and mediation, alongside 31 requests for amicable settlement, predominantly centered around real estate and financial administration issues.

The institution also demonstrated notable procedural efficiency, as the number of processed cases rose to 9,006, significantly contributing to the resolution of a large percentage of pending complaints and transactions. In terms of the nature of complaints and the parties involved, financial issues topped the list with 2,528 cases concerning pensions and financial entitlements. This was followed by administrative complaints, totaling 2,387 cases, which primarily focused on promotions and bureaucratic delays. The transactions included 623 social cases related to housing relocation and market organization, 544 real estate cases, and 337 cases concerning delays by administrations in executing judicial rulings issued against them.

The Ministry of Interior ranked first among the entities most complained about, with 1,918 cases, followed by the justice sector with 1,421 cases, most of which related to matters outside the institution’s jurisdiction. The Ministry of Economy and Finance had 1,288 cases lodged against it. Furthermore, the Casablanca-Settat region recorded the highest number of complaints, with 912 grievances filed.

Regarding the demographic characteristics of the applicants and communication channels, data indicated that individuals constituted the vast majority of mediation requests, accounting for 84.98%. Among them, the male applicants represented 75.18%, while females accounted for 24.82%. The institution also noted a significant rise in complaints from Moroccans living abroad, with an increase of 36.73%, resulting in 685 cases, while the average age of the applicants was 51 years.

In terms of digital transformation, electronic platforms have become the primary channel for receiving complaints, with 3,421 cases submitted electronically, surpassing those received through registered mail or direct delivery.

These figures are part of the annual report for 2025, submitted to His Majesty King Mohammed VI and published in the official gazette. This report marks the beginning of a new phase aimed at enhancing good governance and safeguarding rights. The release of the report coincided with several structural decisions and initiatives, including the establishment of December 9 as National Mediation Day, the launch of the "Towards Equal Management" program, the organization of administrative governance forums, and the preparation of a strategic plan for the period 2026-2030.

The Moroccan Ombudsman Institution has urged the government to take decisive action against the phenomenon of administrations failing to execute judicial rulings or delaying their implementation, insisting that the relevant parties adhere to their provisions. It also called for the simplification of administrative procedures, clarification of eligibility criteria in social support programs to prevent misinterpretation, activation of permanent communication points within ministries, and the launch of a "National Mediation Index" to measure the level of responsiveness of public administrations to citizens.
