The National Agency for Public Equipment has recently launched an international tender for the rehabilitation of the Fes Sports Complex, with a budget of 2.816 billion dirhams. The project imposes a series of general sustainability criteria that must be observed throughout the design, construction, and operational phases, in line with international standards. These criteria aim to minimize the environmental impact of the sports infrastructure while maximizing social and economic benefits for the city and its inhabitants.
The project includes ambitious environmental requirements, as the Fes Sports Complex aims to achieve a “High-Quality Environmental Sustainable Infrastructure” certification. This comprehensive environmental approach covers all project stages, focusing on eco-friendly design, biodiversity preservation, sustainable resource management, and ensuring user comfort and accessibility to essential facilities.
Participating companies will be required to comply with commitments regarding environmental performance both in terms of processes and outcomes. Specifically, they must appoint a qualified environmental certification officer and provide the necessary human and technical resources to meet environmental requirements and successfully navigate the certification process.
Construction work must adhere to a low-disruption charter that includes preparing a plan for managing erosion and sedimentation, developing a waste management strategy, and establishing an air quality management plan.
The project anticipates a reduction in energy consumption by at least 30% compared to standard designs, primarily achieved through the use of energy-efficient lighting, high-performance air conditioning systems, and improved thermal insulation. Additionally, it aims to generate between 5% to 10% of electricity from renewable sources and install a central building management system to monitor and enhance energy consumption.
Water consumption is projected to decrease by at least 40%, notably through the use of water-saving fixtures, rainwater harvesting for irrigation, and an enhanced stormwater drainage system.
In terms of carbon footprint, the project prioritizes the use of low-carbon materials, such as low-carbon concrete and recycled rebar, while relying on local sources to minimize transportation emissions. It embraces a circular economy approach through waste sorting, reuse, recovery, and recycling.
Preserving biodiversity and harmoniously integrating the complex into the urban environment of the city are among the project's main objectives. This includes enhancing the natural characteristics of the site and improving access via public transportation, pedestrian pathways, and bike lanes.
The project also outlines requirements for ensuring environmental comfort and the quality of indoor air and sound. Additionally, it will feature modern facilities for visitors, athletes, and staff, while considering resilience against natural and climatic hazards by designing structures capable of withstanding strong winds and complying with Moroccan seismic resistance standards.
The rehabilitation of the Fes Sports Complex is poised to provide world-class infrastructure in preparation for major international sporting events, particularly the 2030 FIFA World Cup, which Morocco will co-host with Spain and Portugal.
