Spain's Drug Trafficking Crisis: Insights from the 2025 Annual Report
The Spanish Public Prosecutor's Office has officially identified Morocco as a significant source of cannabis entering the Andalusian shores in southern Spain. This revelation comes at a time when drug trafficking networks are witnessing a surge in activity, evolving their methods and routes amidst growing violence and the proliferation of weapons, accompanied by an alarming increase in cocaine smuggling. These findings were presented in the prosecutor's annual report for 2025 during the opening of the judicial year at the Supreme Court in Madrid, underscoring the dire threat posed by drug trafficking as the most significant concern emanating from organized crime and serious offenses.
According to the report, Spain stands as a strategic hub on global maritime drug routes, with cannabis cultivated in Morocco primarily making its way through the Andalusian coast. Meanwhile, the majority of cocaine arriving from South America is funneled through ports into Europe, as highlighted by the Spanish media outlet 'Info Bay' referencing the report. In the Andalusian region, Moroccan cannabis remains the most prevalent drug; however, the volume of seizures has seen a dramatic rise in various areas. For instance, in Huelva, authorities seized 63,103 kg of cannabis in 2025, a staggering increase from 20,975 kg in 2024, marking an astonishing rise of 201.8% according to Spanish media reports based on prosecutor data.
This surge in drug seizures correlates with notable advancements in smuggling techniques. The prosecutor’s office noted the use of large trailers equipped with hollow beams as double floors, alongside tunnels dug beneath the border in the Spanish enclave of Ceuta. Moreover, there has been a marked increase in the activity of high-speed boats navigating from the Strait of Gibraltar towards the coasts of Huelva, Almería, and Málaga. Concurrently, the prosecution has observed an expansion in cocaine trafficking, which has gained increasing traction in Cádiz, Seville, and Huelva. In La Línea de la Concepción, cocaine continues to be smuggled via containers, while semi-rigid boats are employed in Barbate, Sanlúcar, and the Guadalquivir River to transport cocaine loaded from vessels at sea, as reported by 'Andalucia Información.'
In Almería, the quantities of cocaine seized skyrocketed from 324 kilograms to 1,255 kilograms, representing a staggering increase of 287%. Additionally, the seizures of Moroccan hashish resin surpassed 18 tons compared to approximately 4 tons the previous year, signaling a dramatic increase of 350%. The prosecutor's office attributed these shifts to a migration of unloading points to nearby geographical areas where networks anticipate less security pressure. Notably, high-speed boats are no longer exclusively used for transporting cannabis; they have increasingly been adapted for the transport of cocaine loaded from vessels offshore, as stated in the same report.
In response to the escalating violence associated with drug trafficking networks in Andalusia, the prosecutor's office has raised alarms about the rise of organized and professional criminal networks that are not only using their weapons against rival gangs but are also confronting law enforcement agencies openly. The report indicates that in Cádiz, there were 24 actions related to weapon possession, resulting in the seizure of four AK-47 rifles in Jerez and Sanlúcar during three operations, alongside other automatic weapons and machine guns in areas such as Barbate and Chiclana. In Almería, the prosecutor's office reported the confiscation of 78 firearms, including several machine guns and a rocket launcher, while Seville also documented an increase in weapon seizures, with a police officer sustaining serious injuries during an operation in 'Coria del Río.'
The prosecutor concluded that the scale, complexity, and violence of drug trafficking networks have surpassed the available means to combat them effectively, urging for an urgent and necessary enhancement of human, material, and legal resources, as the phenomenon is said to be undermining the foundations of social peace.
