The 2030 World Cup is poised to be a groundbreaking event, marking the first time the championship will be held across two continents simultaneously. The recently signed memorandum builds upon previous bilateral declarations made in Lisbon and Madrid in early 2025. This regulatory framework, effective immediately and lasting until December 31, 2030, can be reviewed or extended by mutual consent of the parties involved. The agreement encompasses seven technical cooperation areas, prominently featuring mutual legal assistance, advancements in digital justice, and enhanced efforts to combat crime and cybercrime during the event.

Minister Bolaños emphasized that this MoU represents a comprehensive cooperation framework designed to address the challenges associated with organizing a major football event. The initiative aims not only to maintain public order but also to facilitate the logistical and legal operations necessary for the movement of millions of individuals across the three nations. He also noted that Spain will leverage its strategic position and historical experience to optimize judicial information flows between Morocco and the European Union, thereby strengthening mutual trust.

Spain's geographical proximity to both Portugal and Morocco has fostered a long-standing judicial cooperation, but the FIFA tournament presents a unique opportunity to solidify existing mechanisms and explore innovative digital tools that can expedite conflict resolution and legal processes related to the event. The formal agenda in Rabat included a gala dinner attended by high-ranking officials from the Moroccan judicial and sports systems, including the president of the Royal Moroccan Football Federation and other key figures.

The MoU will take effect immediately upon signing and will remain valid until the end of 2030, with provisions for extension should all three host countries agree. With Spain designated as the primary host with 11 stadiums, followed by Morocco with 6 and Portugal with 3, this collaboration is set to pave the way for a successful and secure World Cup experience.
