Spain is preparing to implement a groundbreaking regularization initiative that aims to provide legal status to nearly 500,000 undocumented migrants. This exceptional measure is primarily designed to address labor shortages while simultaneously fostering economic growth within the country. Notably, the Moroccan community, which constitutes the largest foreign population in Spain, is projected to be among the main beneficiaries of this initiative.

According to estimates reported by the Moroccan daily Al Akhbar, it is anticipated that Moroccans could represent approximately 25% of those eligible for regularization under this scheme. Prime Minister Pedro Sánchez announced last week that the Spanish government has adopted a royal decree that initiates this unprecedented regularization process. This decree applies to undocumented foreigners who have resided in Spain for a minimum of five months and who arrived prior to December 31, 2025. Importantly, the decree does not necessitate parliamentary approval, streamlining the implementation of the policy.

In his statements, Sánchez emphasized that this measure is both a humanitarian effort and a crucial economic necessity. He highlighted the significant contributions of many undocumented migrants to essential sectors such as agriculture, construction, and services, underscoring their integral role in Spanish society. "They are part of our daily lives," Sánchez remarked, advocating for their legal and organized integration, which he believes will not only guarantee their rights but also enhance tax revenues and social security contributions.

The application process for this regularization plan is set to commence online on April 16, with the government assuring simplified procedures to mitigate bureaucratic delays. This initiative comes at a time when the influx of foreign labor is increasingly critical, particularly due to Spain's aging population and declining birth rates. The decision to regularize undocumented migrants distinguishes Spain from a wider European trend that has leaned towards stricter migration policies. Sánchez characterized Madrid's approach as "responsible and supportive," pushing back against the criticism from conservative and far-right factions that have deemed the plan excessively lenient.

With more than one million residents, Moroccans represent Spain's largest foreign diaspora. Approximately 125,000 Moroccans are expected to qualify for the regularization plan, making up about 25% of the undocumented population targeted by the decree, according to Al Akhbar. This move not only reflects Spain's commitment to integrating its diverse population but also signifies a shift in the country’s migration policies that may serve as a model for others in Europe.
