The recent visit of French Minister Sébastien Lecornu to Rabat, leading a delegation of twelve ministers, has reinvigorated the Franco-Moroccan relationship. With the preparation of a groundbreaking bilateral treaty and an anticipated state visit from King Mohammed VI to France, the 15th high-level meeting marked a significant milestone in the partnership between the two capitals.

Just three years ago, the diplomatic relations between France and Morocco were at a standstill. However, on July 16, 2026, the atmosphere in Rabat was remarkably different. Arriving the previous evening at Rabat-Salé Airport, Lecornu was greeted by his Moroccan counterpart, Aziz Akhannouch, alongside military honors from a detachment of the Royal Air Force. The welcoming committee also included several government officials such as Agriculture Minister Ahmed El Bouari, Industry and Trade Minister Ryad Mezzour, and Transport and Logistics Minister Abdessamad Kayouh. Lecornu's delegation comprised twelve ministers, including Jean-Noël Barrot for Foreign Affairs and Laurent Nuliez for Interior, signaling the ambitious goals of both nations.

High-Level Meeting to Guide the Partnership

On the morning of the meeting, the French delegation first visited the Mohammed V Mausoleum to pay their respects to the late Kings Mohammed V and Hassan II. The discussions between Akhannouch and Lecornu commenced around 9:00 AM, attended by key figures from both sides, including Moroccan Foreign Minister Nasser Bourita and French Ambassador to Morocco Philippe Lalliot. Lecornu emphasized the significance of this moment, recalling that these high-level meetings were envisioned over three decades ago during the reign of the late King Hassan II, aiming to forge strong inter-ministerial, political, diplomatic, economic, cultural, and agricultural ties between the two nations. He asserted that amidst the complexities of French domestic politics, it was essential to re-engage with this agenda.

Akhannouch highlighted the special importance of this high-level meeting within the context of a new dynamic in Franco-Moroccan relations driven by both heads of state. He pointed to the crucial role of this governmental mechanism as a means of monitoring and directing the enhanced exceptional partnership, evaluating the progress made in fulfilling commitments made at the highest levels between the two countries. He also noted that this meeting occurs against the backdrop of unprecedented strengthening of political ties between Morocco and France, particularly following a historic evolution in France's stance on the Moroccan Sahara issue.

The turning point came in July 2024 when President Emmanuel Macron officially recognized Morocco's sovereignty over the Sahara. Subsequent to that, in October, Macron was lavishly welcomed in Rabat, resulting in the signing of numerous contracts and the establishment of a "reinforced exceptional partnership." Lecornu, who served as Minister of the Armed Forces at that time, recalled that many decisions were made with a crucial promise of a significant shift in the bilateral relationship, and that instructions have been issued by both heads of state to affirm this agenda.
