Sustainable Urban Development: Insights from Ménara Préfa's Scientific Day in Marrakech

Reimagining Urban Planning for a Sustainable Future

In an era characterized by rapid urbanization and escalating demands for sustainability, experts convened at the second Scientific Day of Ménara Préfa in Marrakech to emphasize the critical role of quality design in the success of urban development projects. The discussions revealed essential factors contributing to delays and cost overruns, particularly highlighting the lack of proactive planning in the early stages of projects. The theme of the event, "Sustainable Urban Development in Morocco: From Design to Operation, Where Do Delays and Cost Overruns Occur?" brought together a diverse group of professionals to engage in a thorough analysis of the conditions necessary for successful urban initiatives.

Participants unanimously stressed the importance of preliminary studies, which are viewed as a crucial step in anticipating technical, climatic, economic, and social constraints. These studies enable the optimization of development choices and ensure a better alignment with user needs. Beyond mere design considerations, the discussions underscored the necessity of incorporating the operational aspects of infrastructure and public spaces from the outset. According to the experts, urban projects should not be confined to their execution phase; instead, they must be conceptualized with their entire lifecycle in mind to guarantee functionality, maintenance, and longevity.

Fostering Collaboration and Innovation in Urban Development

Moreover, the debates highlighted the need to preserve the identity of territories through projects that balance innovation, environmental performance, and the enhancement of built, landscaped, and natural heritages. The goal is to create urban spaces that not only meet contemporary demands but also respect local specificities. The use of new technologies and innovative industrial processes, particularly prefabricated solutions, was discussed as a means to enhance execution quality, reduce timelines, and tailor projects to the unique constraints of each territory.

Coordination among various stakeholders in the implementation chain was another critical topic of discussion. Architects, design offices, project owners, contractors, and operators were urged to strengthen their collaboration to minimize dysfunctions and mitigate risks of delays and budget overruns. El Habib Jalal, Marketing and Sustainable Development Director at Ménara Holding, emphasized the group's commitment to sustainable development and corporate social responsibility, viewing it as a strategic axis aimed at creating a positive impact on territories and communities. He pointed out that sustainability in urban planning transcends infrastructure concerns, encompassing all public spaces and their uses over time. He advocated for integrating maintenance, equipment sustainability, and adaptation to local contexts from the earliest project phases to reduce operational costs and enhance urban space quality.

Basma Boujendar, project manager at Orange Atelier, noted that the gathering provided a platform for exchanging experiences and perspectives from various sector stakeholders. She reiterated the importance of preliminary studies and the need to incorporate technical, economic, climatic, and social dimensions from the initial phases of planning. The success of urban projects, according to her, also hinges on a better understanding of actual usage patterns and solutions that honor local heritage and the environment.

Organized by Ménara Préfa, this second Scientific Day brought together experts, architects, engineers, industry leaders, and decision-makers to tackle the pressing current and future challenges of sustainable urban development in Morocco, where quality of life and infrastructure sustainability have become paramount.
