Protest Against Administrative Negligence

On July 14, 2026, the National Education Union, affiliated with the Democratic Confederation of Labor in the Fes-Meknes region, announced a partial warning sit-in scheduled for Thursday, July 16, 2026, in front of the Regional Academy for Education and Training. This protest aims to express their discontent regarding what they term as the Academy's failure to implement the outcomes of previous social dialogue and its unilateral management of regional mobility files.

In an official statement released following a meeting of its regional office, the union emphasized that the Regional Academy bears full responsibility for the current tensions within the education sector. The Academy allegedly neglected to adhere to the agreements established during past dialogues and failed to convene the promised meeting of the regional follow-up and consultation committee before announcing the results of regional mobility. This oversight, according to the union's statement, deprived educational workers of critical information related to allocations, educational structures, and human resource conditions, which are essential for ensuring transparency and equal opportunities.

Ongoing Issues and Demands

The union further noted the persistence of several unresolved issues, including the supplementary compensation for secondary education teachers who are involuntarily assigned to teach in middle schools, compensation related to certificate examinations and pioneering institutions, as well as in-kind compensations for management and economics specialists who graduated in 2025. They also called for the disbursement of promotion entitlements for those transferred to the region and for the resolution of their status with the Moroccan Retirement Fund. Additionally, the union is demanding the adjustment of promotion files for 2024, family allowances, and residency compensation, alongside the disbursement of burdensome compensations for educational administrators and those tasked with administrative duties. They also seek the return of amounts deducted twice from educational assistants, and the resolution of various disputes within several regional offices, particularly in Sefrou and Boulemane.

The union's regional office asserted that dialogue remains a strategic choice and an institutional culture based on trust, commitment, and mutual respect. They have called for dialogue to be an essential mechanism for addressing the various challenges faced by the education and training system within the region.

In contrast, the union strongly condemned what it perceives as the Academy's unilateral actions concerning the regional mobility process and its refusal to share relevant data. They emphasized that mobility movements are not merely administrative procedures; they represent a professional and social right that directly impacts the psychological and social stability of educators.

The union urged for the swift convening of the regional committee to address appeals before announcing the results of the regional mobility, along with setting specific deadlines for resolving all outstanding issues and clarifying responsibilities regarding the existing delays.

Finally, the union called upon all affected parties by the results of the regional mobility and the delays in resolving financial and administrative situations, alongside its members, to actively participate in the upcoming warning sit-in. They reiterated their readiness to engage in various forms of protest to defend public education and the rights and dignity of educators until their legitimate demands are met.
