A recent report from the Multiple Indicator Cluster Surveys (MICS) 2023 reveals that while 95.8% of Tunisians have access to public drinking water services, the average annual consumption of bottled water is a staggering 244 liters per person, making Tunisia one of the highest consumers of bottled water globally.
This situation underscores a paradox: despite being connected to a public water network, many Tunisians harbor doubts about the quality and reliability of their water supply. According to the MICS findings, only seven out of ten households have sufficient access to drinking water, and this figure drops to just five out of ten among the poorest households. These statistics indicate that the crisis is far more profound and intricate than a mere shortage of bottled water; it encompasses the entire water system in Tunisia.
In fact, the expenses incurred by Tunisians to secure trusted drinking water are increasing, especially since laboratory tests reported in 2024 highlighted issues concerning water quality at the consumption point—specifically, the tap. The survey found that 29.3% of households tested had detectable levels of Escherichia coli in their drinking water samples. While this does not imply that a significant portion of Tunisians are consuming contaminated water, it does raise concerns about the safety of water reaching households, showcasing variability in water quality and further eroding public trust in tap water.
The national indicator for safely managed drinking water, which is expected to be available and free from contamination, stands at over 48.5%. However, this figure reveals stark discrepancies between urban and rural areas as well as among families based on their economic status. These statistics do not necessarily prove that tap water in Tunisia is universally unsafe to drink; rather, they highlight a collection of objective indicators that cumulatively foster a crisis of trust.
This trust crisis cannot be resolved simply by presenting data that affirms the quality of water at treatment plants. What concerns Tunisians is the quality of the water that arrives at their homes after traversing a dilapidated infrastructure, which official data confirms is in disrepair. Laboratory analyses of household samples reveal ongoing issues related to water quality, compounded by daily experiences of water interruptions and varying salinity levels. These factors create a solid basis for fears that drive Tunisian consumers towards bottled water as a more reassuring option.
The current predicament has emerged as a result of Tunisians relying on bottled water as a substitute for safe drinking water. Today, we are witnessing another manifestation of this crisis, which is a market supply issue where peak demand exceeds 10 million liters, while production capacity falls significantly short. The entire sector, when fully operational, can produce about 520,000 bottles per hour, but any disruptions, such as those caused by power outages experienced this summer, can severely impact production.
Regardless of whether disturbances occur, the maximum daily production capacity of the sector cannot meet market demands during peak seasons, leading to the present crisis, which stems from the broader issues within the public water network. Addressing this crisis requires more than merely increasing bottled water production or monitoring its distribution; it necessitates rebuilding Tunisian confidence in the public water system. This calls for substantial reforms in infrastructure and rigorous quality monitoring, not just at treatment facilities but also at multiple consumption points.
