The relocation of the American Consulate from Casablanca to Casa Finance City has resulted in an unusual procurement decision: the U.S. government has engaged a company specifically tasked with preparing its employees for this significant transition. Initially, the first attempt at securing this contract was canceled due to funding issues, bringing to light the complexities involved in such governmental operations.

The Department of State had initially launched a call for proposals in September 2025 and selected a service provider. However, on November 17, the Department canceled both the contract and the bidding process, citing a lack of available funding. They promised to revisit the process once the necessary finances were secured.

Several months later, the situation changed, and Washington initiated a new bidding process that closely resembled the previous one, aimed once again at preparing personnel for the move from Gauthier to Casa Finance City. Ultimately, a new contract was awarded on March 27, 2026, this time to a different company. It's important to note that this cancellation did not indicate a lack of funding for the construction of the new consulate; it was solely related to the small training contract. Moreover, the new diplomatic complex was inaugurated at the end of April in Casablanca.

What these documents reveal is a rather unexpected aspect of the consulate's relocation: prior to changing addresses, the U.S. consulate had planned to train its entire staff to better manage the impending changes they would face.
