Fes-Meknes Region Embarks on a New Healthcare Journey

The Fes-Meknes region is witnessing a significant transformation in its healthcare system with the official launch of the Territorial Health Group (GST) on September 1st, a strategic move aimed at restructuring the healthcare sector in the area. Sources from the newspaper "Adyare" indicate that this new management model aims to reduce administrative fragmentation and achieve integration in healthcare services across the region. By consolidating health institutions under a single public entity with legal personality and financial independence, the initiative opens the door to a radical shift in the healthcare system, making it more coordinated, accountable, and efficient.

New Structure and Responsibilities

According to the same sources, this new framework encompasses the integration of various public health institutions within the region under a unified management umbrella, which includes university, regional, and provincial hospitals, alongside a network of primary healthcare facilities, all organized into three health zones. The new organization is based on three main health sectors: Fes, Meknes, and Taza. The Fes health sector includes the provinces of Fes, Taounate, Sefrou, Boulemane, and Moulay Yacoub, led by a head who also serves as the head of the Fes health zone, ensuring coordination among the various health areas within this sector.

The current officials responsible for health sectors at the provincial level will continue in their roles while taking on additional responsibilities related to the territorial health structure. For instance, the regional health delegate for Fes has been appointed as the head of the Fes health area and will oversee its responsibilities. Similarly, the health delegate in Meknes is now in charge of the health area that includes Meknes, El Hajeb, and Ifrane, while health delegates across all provinces will maintain their current responsibilities for the health regions. The same applies to the Taza health sector, which will be managed by the health official in the province.

Sources from "Adyare" emphasize that the officials tasked with these new roles will assume them temporarily while awaiting the opening of applications for permanent positions in accordance with established procedures. This indicates that the current structure represents a transitional phase towards completing the institutional framework for the Territorial Health Group.

In terms of governance, the Fes-Meknes Territorial Health Group aims to adopt a more flexible territorial management approach by transferring financial and administrative decision-making powers, as well as human resource management, to the regional level. This strategy ensures swift and effective decision-making and a responsive approach to the actual needs of health institutions.

Moreover, a unified patient care pathway is expected to be implemented, which will streamline processes and facilitate patient care, starting from rural and urban health centers, moving through regional hospitals, and reaching university hospitals. This restructuring also aims to achieve a fairer distribution of resources by addressing shortages in medical, nursing, administrative, and technical staff and providing modern equipment in both rural and urban areas, thereby ensuring equal opportunities for treatment. Enhancing human capital through improved working conditions for medical, nursing, technical, and administrative staff, offering continuous training opportunities, and performance-based incentives are also focal points of this initiative.

Digital transformation is another crucial aspect of the reform process, as it aims to accelerate the implementation of a shared medical file to simplify and track healthcare pathways, alongside modernizing basic and continuous training in the health sector and gradually unifying health coverage systems towards a comprehensive and mandatory model.

In conclusion, the Fes-Meknes Territorial Health Group will be entrusted with essential and integrated tasks, including managing healthcare delivery at the regional level, developing an accurate regional health map, organizing treatment pathways to ensure equitable access to care, promoting public health, preventive activities, and health surveillance, organizing epidemic monitoring, ensuring practical training for health professionals, contributing to medical research and innovation, as well as administrative tasks and coordinating the work of affiliated institutions.
