The persistent mixed and onward movements of refugees and migrants present a series of high-risk and life-threatening journeys, posing significant challenges that are both multifaceted and deeply rooted in the socio-political contexts of the involved nations. Algeria, Tunisia, Mauritania, and Morocco are pivotal in this landscape, serving not only as destinations but also as departure and transit countries for migratory flows within and beyond North Africa. This complex scenario necessitates a comprehensive understanding of the various factors influencing migration patterns and the resultant humanitarian implications.

The Route-Based Approach emerges as a strategic framework aimed at dissecting and addressing the intricate nature of these mixed movements. This framework emphasizes the necessity for targeted interventions at critical junctures along the migratory journey—from the countries of origin, through transit hubs, and ultimately to the final destinations. By doing so, it aims to enhance the protection of migrants and refugees while providing viable solutions that are accessible along their routes. Notably, all four countries discussed in this report are signatories to the 1951 Refugee Convention, with Algeria, Mauritania, and Morocco currently advancing their respective frameworks to better manage and support these vulnerable populations.
