Groundbreaking Partnership for Green Energy
The United States Trade and Development Agency (USTDA) recently entered a transformative grant agreement with ORNX, a project developer, to finance preliminary engineering studies for a significant green ammonia project in the Moroccan Sahara. This initiative represents a pivotal moment in the deepening economic ties between the United States and Morocco, signifying a robust commitment to sustainable development and green industrial progress in the region.
This grant is particularly noteworthy as it marks the first instance of a U.S. federal agency financing a project in Morocco's Southern Provinces, highlighting the increasing American involvement and support for Morocco’s ambitions in green industrialization. The USTDA grant will provide $5.7 million to conduct a pre-Front-End Engineering and Design (Pre-FEED) study for the initial phase of the ORNX project, which is poised to produce around 560,000 tons of green ammonia annually, utilizing hydrogen sourced from renewable energy.
Strategic Development and Investment Opportunities
During the signing ceremony held in Laâyoune, Thomas Hardy, Deputy Director and Chief Operating Officer of the USTDA, emphasized the importance of this agreement in transitioning the project from an ambitious idea to a tangible investment opportunity. He stated, "Today’s signing is an important step toward transforming an ambitious vision into a financeable project," further noting that the study will tackle essential technical and commercial issues that need resolution before further investments can be pursued.
Hardy also highlighted Morocco's evolving role as a regional investment hub, crediting the Kingdom's strategic infrastructure and progressive policies for enhancing its status as a vital link between Africa, Europe, and global markets. He remarked, "The development of the Moroccan Sahara is an important part of that vision, and today’s signing reflects the confidence that we all share about this region’s future."
This green ammonia initiative aligns with Morocco’s broader Green Hydrogen Offer, a strategic initiative aimed at establishing the country as a premier producer of green hydrogen and its derivatives. ORNX was selected in 2025 as one of the key investors authorized to develop projects in the Southern Provinces within the framework of the national hydrogen strategy.
U.S. Ambassador Duke Buchan, who was present at the signing event, emphasized that the implications of this agreement extend far beyond the project itself. He expressed his honor in announcing the first U.S. government financing for the private sector in the Moroccan Sahara, stating that this project symbolizes the growing partnership between Rabat and Washington. "America is in the Moroccan Sahara," he declared, asserting that the collaboration will showcase the best of American innovation, advanced engineering, and private-sector investment that will contribute to local communities and create new job opportunities.
