Legislative Initiative to Alleviate Financial Burden on American Farmers

In a significant move aimed at assisting American farmers grappling with escalating input costs, U.S. Republican Senator Roger Marshall has put forth a bill that seeks to abolish tariffs and countervailing duties (CVDs) on phosphate fertilizer imports from Morocco. This legislative effort, known as the “Lowering Input Costs for American Farmers Act,” promises to reduce fertilizer prices for farmers by more than 20%, equating to an approximate savings of $150 per ton. Such a reduction could provide much-needed financial relief to the agricultural sector, which has been under pressure due to soaring prices and the economic impacts of various global factors.

According to data from the U.S. Commerce Department, the combined imports of Diammonium Phosphate (DAP) and Monoammonium Phosphate (MAP) peaked at a remarkable 1.85 million tons in 2018. However, this figure has drastically declined, averaging only 182,300 tons annually from 2021 to 2025. This downturn in imports coincides with rising phosphate prices, which have remained above historical norms since the imposition of countervailing duties on imports from Morocco and Russia in 2021. The duties were enacted following complaints from the U.S. fertilizer producer Mosaic, which argued that subsidized fertilizers were undermining fair competition by entering the U.S. market at significantly low prices.

In a collaborative effort to advocate for this bill, sixty-four agricultural organizations, including the National Corn Growers Association (NCGA), recently sent a letter to the CEOs of two of the largest domestic fertilizer producers in the United States. The letter urged these executives to support the elimination of duties on imported phosphate products from Morocco. The correspondence highlighted that the ongoing conflict in the Middle East has further exacerbated the price of U.S. fertilizers, irrespective of any actual impact on the U.S. supply. The farmers involved emphasized their strong appeal for efforts to lower and stabilize fertilizer prices by renouncing support for the phosphate duties that have arisen from antidumping and countervailing duty investigations.
