Empowering Children Through Legal Reforms and Collaborative Efforts

The recently held workshop titled "Protecting the Best Interests of the Child in Light of International and National Standards and Practices" brought together over 50 participants from various sectors. These included representatives from public institutions, national bodies, civil society organizations, and international partners who are actively engaged in the fields of justice, child protection, and human rights. This event is part of a broader initiative called "Together for Child and Women-Friendly Justice," funded by the European Union. Its primary goal is to foster a structured national dialogue around the concept of the best interests of the child, reflecting upon recent legislative changes and ongoing judicial practices, while simultaneously enhancing collaboration among stakeholders involved in child-friendly justice.

Overcoming Challenges in Implementing Legal Frameworks

This workshop is a timely response to a national context that has witnessed significant legislative advancements. Notable among these are the adoption of Law No. 43.22 regarding alternative sanctions, the establishment of the National Agency for Child Protection, and recent reforms in the Code of Criminal Procedure. These reforms signify Morocco's commitment to ensuring that children have effective access to justice that respects their rights and meets their specific needs. However, despite the existence of these legal texts, practical implementation often encounters numerous obstacles. This is precisely the focus of the workshop: to identify best practices, highlight ongoing challenges, and explore concrete avenues for improving the existing institutional and legal frameworks.

Beyond the technical and legal dimensions, the workshop aims to serve as a platform for dialogue and experience sharing among all stakeholders—including public institutions, civil society, and international partners. The objective is to cultivate a collective reflection that can strengthen existing protection mechanisms and firmly embed the principle of the best interests of the child within Moroccan public policies and judicial practices. While international standards, particularly the United Nations Convention on the Rights of the Child, outline clear benchmarks, the real challenge lies in their tangible application in the lives of vulnerable children. Through such initiatives, Morocco is committed to addressing this challenge with methodical determination.
