Ceuta's Migration Management: A Comprehensive Government Response

The Spanish Government's Response to Ceuta's Migration Challenges

On October 20, 2026, the Spanish Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, addressed the media to discuss the government's recent actions regarding migration management in Ceuta, a crucial autonomous city located at the crossroads of Europe and Africa. This response comes in light of a prior request from the President of Ceuta, Juan Jesús Vivas, which sought clarification on the actions taken by the General State Administration (AGE) following significant migration events on July 30 and 31. The government has officially dismissed the request, asserting that contrary to the claims of inactivity, substantial measures have been implemented to manage the ongoing migrant situation effectively. These measures, which have been in motion since early August, have successfully reduced the initial pressures faced by the city and maintained public order.

Key Measures and Coordination Efforts

The Spanish government's response highlighted various critical actions undertaken to address the migration crisis. Notably, more than 12,700 individuals have returned to Morocco between August 10 and October 20, with a significant number of adult migrants currently residing in designated facilities established by the AGE. The government has also successfully evacuated large migrant settlements along the coast, such as Trampolín, Benítez, and Guano, and continues to work on clearing dispersed urban spaces. The establishment of a national security situation in Ceuta has facilitated a reinforced coordination structure, enabling a comprehensive approach to the crisis. Furthermore, the ministerial response reiterated the importance of adhering to legal guarantees during this migration crisis, emphasizing that the processing of expulsion, return, or international protection requests must comply with Spanish and European regulations. Each case requires individualized assessment, and imposing a generalized deadline for these procedures is deemed inappropriate under current laws.

Additionally, the government has committed significant financial resources to support unaccompanied minors, with a total of 88 million euros allocated for their care. This includes a 25 million euro credit agreed upon during the Sectorial Conference on Childhood on August 27, aimed at financing the reception of unaccompanied migrant children in Ceuta in 2026. The Royal Decree-Law of Urgent Social and Economic Measures, approved on September 1, further provided 63 million euros in direct support to the autonomous city for the care of minors. These initiatives reflect the government's ongoing collaboration with local services to ensure adequate support and care for vulnerable populations, particularly unaccompanied minors, as they navigate the complexities of migration.
