Morocco Hosts Regional Seminar on S-100 Standard in Casablanca

Morocco's Commitment to Hydrographic Cooperation in Casablanca

From October 19 to 22, 2023, the Royal Navy of Morocco, in collaboration with the National Defense Administration, organized a significant regional seminar in Casablanca focused on the S-100 standard of the International Hydrographic Organization (IHO). This important event was held under the directive of His Majesty King Mohammed VI, the Supreme Commander and Chief of General Staff of the Royal Armed Forces, highlighting Morocco's dedication to enhancing maritime operational standards.

The seminar brought together representatives from member, associate, and observer countries of the Eastern Atlantic Hydrographic Commission (EAHC), alongside international experts and officials in the field. Notably, the Director of the IHO, John Nyberg, and representatives from the Norwegian center PRIMAR, which specializes in the distribution of electronic nautical charts, were present to share their insights and expertise.

During the opening remarks on Monday, Abdeltif Loudiyi, the Minister Delegate to the Head of Government responsible for National Defense Administration, reaffirmed Morocco's commitment to strengthening cooperation in hydrography and marine cartography with Eastern Atlantic nations. He emphasized the significance of training, capacity building, and the exchange of expertise, while also underscoring the crucial role of the IHO in facilitating the gradual implementation of the S-100 standard by hydrographic services across the region, tailored to the capabilities and needs of each country.

Rear Admiral Mohamed Tahin, Inspector of the Royal Navy, highlighted that this seminar occurs at a pivotal moment. The international hydrographic community is committed to transitioning towards a dynamic new model of hydrographic products, which reflects the evolving needs of marine navigation.

The S-100 standard represents the universal model for hydrographic data set forth by the IHO. It succeeds the S-57 standard, which was adopted in 1992 for electronic nautical charts. The new S-101 specification replaces S-57 for these charts, providing a more flexible data model that allows for the simultaneous display of multiple layers of information, enhancing navigational safety.

Electronic navigation systems compliant with the S-100 standard will be mandatory from January 1, 2026. Additionally, any new systems installed must adhere to the updated standards by January 1, 2029, ensuring that Morocco remains at the forefront of maritime safety and innovation.

Morocco has previously hosted the 18th EAHC conference in May 2024, followed by a hydrographic cooperation seminar in Casablanca in October 2025, demonstrating its ongoing commitment to enhancing regional maritime cooperation and expertise.
