Morocco Anticipates Over 70,000 Civil Servants to Retire by 2030

Significant Civil Service Retirement Projections in Morocco

As Morocco gears up for the next few years, the nation is bracing for a substantial wave of retirements within its civil service, with an estimated 70,266 civil servants expected to reach the legal retirement age between 2026 and 2030. This forecast, derived from the latest data provided by the Moroccan Pension Fund (CMR), highlights the education sector as the most affected, accounting for nearly 40% of the anticipated departures. Specifically, the National Education and Preschool sector is projected to see a staggering 28,026 employees retire within this five-year period, which constitutes 39.9% of all expected retirements among civil servants and represents 14.9% of the sector’s current workforce.

Following closely is the Interior Ministry, with 15,945 employees anticipated to retire by 2030, translating to 22.7% of the total projected retirements and 8.9% of its workforce. The health sector is not far behind, forecasting 5,645 retirements, which accounts for 8% of the total projected departures and 9.4% of its current workforce. Additionally, the higher education sector is set to lose 4,793 employees, marking 6.8% of the expected national retirements and 16.3% of the sector's workforce.

Furthermore, the Economy and Finance sector is projected to experience 2,792 retirements, representing 4% of the total expected losses and 11% of its employees. In the Justice sector, 2,307 civil servants are anticipated to retire, which accounts for 3.3% of the projected total and 14.5% of the sector’s workforce. Collectively, other sectors are expected to see 10,772 retirements between 2026 and 2030, equivalent to 15.3% of the overall projected departures and impacting 14.1% of their combined workforce.

Rising Public Payroll Expenditure

The backdrop of these retirement projections reveals a significant increase in Morocco's civil service employment, which reached 574,026 individuals in 2026. Concurrently, the state payroll expenditure has surged to MAD 195.331 billion in 2026, marking a 64.55% increase from MAD 118.701 billion recorded in 2016. This anticipated wave of retirements poses potential challenges for staffing and replacements across public services, particularly in the education sector, which is poised to bear the brunt of these departures. It is essential to note that these figures specifically address retirements due to reaching the legal age and do not encompass other reasons for leaving public employment.
