Morocco Increases Defense Budget to Over 190 Billion Dirhams

In a significant move reflecting Morocco's commitment to enhancing its national security, the country has announced an increase in its defense budget for the upcoming fiscal year. The proposed finance law, identified as Law No. 60.26 for the financial year 2027, allocates a staggering amount of 190 billion and 500 million dirhams specifically for defense expenditures. This budget will be managed by the Minister Delegate to the Head of Government responsible for National Defense, allowing for proactive investment in military capabilities using funds earmarked for the fiscal year 2028. The allocation is part of a broader strategy that focuses on acquiring and upgrading equipment for the Royal Armed Forces, as well as supporting the development of the defense industry within Morocco.

This substantial increase in defense spending marks a notable rise from the previous year's budget, which was set at 157 billion and 171 million dirhams. Comparatively, the budget for 2025 was 133 billion and 453 million dirhams, and for 2024, it was 124 billion and 766 million dirhams. The annual increment in these expenditures is aligned with Morocco's strategic objectives aimed at the comprehensive modernization of its military forces. Such modernization efforts include the procurement of advanced weapon systems and defensive technologies, thereby equipping the military to effectively address complex security challenges and safeguard national borders.

Moreover, this increase serves as a fundamental pillar for executing the vision of His Majesty King Mohammed VI, the Supreme Commander and Chief of Staff of the Royal Armed Forces. The King's vision emphasizes the establishment of a promising domestic defense industry, aiming to attract investments that facilitate the localization of defense technology. This strategic initiative is crucial for bolstering Morocco's military sovereignty and reducing its reliance on foreign imports.

During the Marrakech International Airshow 2026, Abdelatif Loudiyi, the Minister Delegate responsible for National Defense, reiterated Morocco's commitment by stating that the country has implemented a series of measures to lay the groundwork for a thriving domestic defense industry. He highlighted the existence of a robust legal framework that regulates this sector and encourages investment. Furthermore, he noted Morocco's advantageous business climate characterized by strong economic and security stability, as well as its strategic geographical position linking Arab, African, and European nations with access to the Atlantic Ocean. These factors collectively render Morocco an attractive and competitive destination for defense industry investments, especially amidst the ongoing developmental dynamics under the wise leadership of His Majesty.

Minister Loudiyi also emphasized Morocco's strategy of fostering national defense industry growth through foreign investment while localizing military-related technology. He expressed the nation's determination to advance this sector, mobilizing efforts and resources to elevate it to higher levels. This ambition aims to enhance Morocco's relationship with its partners and transition from a model of defense capability importation to the establishment of national defense capacity and sovereignty, thereby solidifying the Kingdom's position in this vital domain.

King Mohammed VI has previously asserted in his speech on the occasion of the 27th anniversary of the Throne Day that establishing an industrial and technological base in the fields of defense and cybersecurity will gradually contribute to strengthening national defense sovereignty, creating development opportunities, and affirming Morocco's status as a regional power within these industries.
