Morocco's Role in the International 'Confrontation Ghost' Operation
In a significant step towards combating digital fraud, Morocco has joined forces with 30 countries in the international initiative known as "Confrontation Ghost." This operation, which took place from July 1 to September 30, 2026, was spearheaded by the Ministry of Interior of the United Arab Emirates in collaboration with INTERPOL and various private partners. The primary goal of this initiative was to dismantle cross-border digital fraud networks that exploit artificial intelligence (AI), financial transactions, and online sexual extortion.
On October 22, the outcomes of the operation were unveiled in Vienna, Austria, during the 13th session of the Conference of the Parties to the United Nations Convention against Transnational Organized Crime. The "Confrontation Ghost" operation successfully identified over $39 billion in funds and cryptocurrencies linked to fraudulent activities. In the aftermath, participating countries and their partners are now focused on recovering these illicit assets.
Impact and Achievements of 'Confrontation Ghost'
During the three-month operation, authorities identified more than 15,500 victims and apprehended around 3,500 suspects. The UAE Ministry of Interior reported over 960 arrests and conducted raids on 29 fraud centers. Additionally, more than 570 social media accounts used for criminal purposes were shut down, alongside the identification of over 4,126 bank accounts associated with these fraudulent activities. The initiative saw active participation from 30 nations across five continents, including Morocco, and engaged 13 private partners such as Meta, TikTok, Huawei, Mastercard, and Crypto.com. A wealth of over 9,000 intelligence exchanges among participants was facilitated to enhance the understanding of the tactics employed by criminal networks to deceive their victims and launder money globally.
Through these concerted efforts, Morocco is playing a pivotal role in the global fight against AI-related fraud, showcasing its commitment to international cooperation and the protection of its citizens from digital crimes.
