Strategic Financing for Local Investments
On July 22, 2026, a significant milestone was reached in Morocco as the African Development Bank (BAD) and the Municipal Equipment Fund (FEC) signed a second financing agreement amounting to €150 million. This partnership aims to bolster investment initiatives within Moroccan local authorities, reflecting a robust commitment to enhance infrastructure and public service delivery across the nation.
The signing ceremony, held in Rabat, also included the establishment of a donation agreement and a letter of intent, emphasizing a long-term strategic cooperation between the two institutions. The allocated funds will facilitate the continuation of sustainable, inclusive, and resilient infrastructure projects, which are essential for the development of rural and urban communities. Key areas of focus for this financing include the construction of access roads, potable water networks, urban renovation efforts, and the development of educational and socio-cultural facilities.
Enhancing Public Services and Climate Resilience
The overarching goal of this new financial operation is to enhance public service offerings at the territorial level, particularly in rural areas. By improving access to essential services, the initiative aims to increase resilience against climate change impacts, as well as foster job creation and investment opportunities. The African Development Bank will also provide technical assistance to the FEC, which is crucial for strengthening its operational capabilities.
Achraf Tarsim, the country manager of the African Development Bank Group for Morocco, expressed that these agreements signify a shared ambition to further support local authorities as key agents of development. "Our priority is to accelerate the realization of sustainable, inclusive, and resilient infrastructure that benefits the population," he stated. Omar Lahlou, the governor and director general of the Municipal Equipment Fund, echoed this sentiment, highlighting the enhanced trust between the two institutions which share common values rooted in sustainable development.
Aligned with Morocco's developmental priorities and the four cardinal points of the Bank Group, this financing initiative is expected to significantly contribute to the socio-economic enhancement of the territories, ultimately improving the quality of life for local populations.
