African Development Bank's Major Financial Commitment to Morocco's Airport Infrastructure
The President of the African Development Bank Group, Dr. Sidi Ould Tah, alongside Morocco's Minister of Economy and Finance, Nadia Fettah, recently formalized a notable financing agreement valued at €270 million. This significant arrangement, executed in Casablanca, is dedicated to the Airport Infrastructure Expansion and Modernisation Programme (PEMIA), an initiative aimed at enhancing Morocco's airport capacity to meet the increasing connectivity demands of the nation.
The agreement was officially signed by Achraf Tarsim, the Country Manager of the African Development Bank Group in Morocco, and Adel El Fakir, the Chief Executive Officer of the National Airports Office (ONDA). The ceremony was graced by Saïd Jabrani, the CEO of Tamwilcom, the national financial institution responsible for providing guarantees for this operation. Dr. Sidi Ould Tah emphasized the Bank's commitment to support Morocco’s ambitious plans to modernize and expand its airport facilities, particularly in vital hubs such as Marrakech, Agadir, Fez, and Tangier. He highlighted that this loan is also a crucial part of the African Development Bank's broader agenda aimed at transforming the continent's aviation landscape through the Integrated Aviation Transformation Programme in Africa (IATP).
Transforming Morocco into a Regional Aviation Hub
Minister Fettah acknowledged the substantial role the African Development Bank has played in supporting major reforms and projects across Morocco, particularly in the aviation sector. The signing of this financing agreement marks a pivotal point in the evolution of Morocco's airport infrastructure, reinforcing the Kingdom's ambition to establish itself as a key air transport hub connecting Africa, Europe, and beyond. This initiative aligns perfectly with the Bank Group’s operational vision and Morocco’s strategic objectives, particularly in supporting the implementation of the Kingdom's Tourism Vision 2030.
The PEMIA project is designed to boost the long-term competitiveness of Morocco’s air transportation sector through the modernization and expansion of its primary airports. The initiative is set to enhance operational capacity by upgrading infrastructure, expanding air navigation systems, and improving safety and security measures. The investments will facilitate the installation of cutting-edge security equipment, automated baggage handling systems, and digital solutions that will streamline the passenger experience, thus ensuring services are safer, faster, and more comfortable, in line with international standards.
With projections indicating a continuous rise in both passenger and cargo traffic, this project is essential for preparing Morocco's airport infrastructure to meet future mobility and connectivity needs. By the year 2030, it is anticipated that airport capacities will reach 14 million passengers in Marrakech, five million in Agadir, 3.6 million in Tangier, and three million in Fez, thereby enhancing Morocco's stature as a regional aviation center.
Moreover, beyond infrastructure improvements, the programme is expected to yield substantial economic and social advantages. In the short term, it aims to bolster airport operational safety and create thousands of new jobs, particularly benefiting young people and women. In the medium term, the project is expected to foster growth in tourism, trade, and logistics, while attracting further public and private investments in the aviation sector.
