Amir DZ details that this disinformation cell, known as the "cell for defending Algeria's interests," is embedded within the General Directorate of Communication, located on the third floor of the presidential office. It comprises six rooms and employs around fifteen personnel, including cybercrime experts. Access to these operations is highly restricted; even some employees of the presidency are not permitted entry, as a confidential presidential decree allegedly controls access to this sensitive area. The primary function of this unit is to orchestrate digital campaigns across social media platforms, which includes reporting content, engaging in defamation, targeting dissenting voices, and manipulating public debates. They are said to operate with an impressive arsenal of approximately 7,344 fictitious accounts, focusing predominantly on Moroccan targets to amplify their influence and enhance their virtual presence.

From a technical standpoint, this cell is equipped with advanced technology, including numerous smartphones and sophisticated systems designed to manage these accounts. Techniques such as automatic synchronization, IP address rotation, and identity masking through private networks are utilized to maintain anonymity and evade detection. The infrastructure employs Linux-based servers and operating systems, enabling continuous operations and the use of algorithms and scripts for automated digital tasks. Assabah notes that the operational model involves a massive deployment of hardware linked to central servers alongside advanced techniques to avoid detection, including regular changes to login addresses and digital identity camouflage, thus minimizing the risk of account suspension by social media platforms.

The report further indicates that this covert cell operates around the clock, with three teams rotating every eight hours to ensure constant activity. Each team is responsible for generating regular reports on digital operations, monitoring the publications of opposition figures, and analyzing public interactions. Amir DZ also connects the activities of this disinformation unit to the increased budget allocations for the Algerian presidency, suggesting that the financial augmentation is directly related to enhancing the technical capabilities required for these operations.
