Arrest of Young Activist Raises Concerns Over Freedom of Expression
The Moroccan Association for Human Rights (AMDH), particularly its Marrakech branch, has condemned the recent arrest of young activist Mourad Hebball in the Sidi Youssef Ben Ali area of Marrakech. He has been brought before the court by the public prosecutor, who has decided to keep him in pre-trial detention at Aoudaia Prison. This decision stems from allegations of "inciting the commission of a felony or misdemeanor through an electronic means that meets the condition of publicity," as outlined in Article 299-1 of the Penal Code. The first hearing in his trial is set for August 7.
According to a statement from the AMDH, the charges against Hebball are based on posts he made on social media platforms. The organization highlighted that he is noted for being an active participant in the social movement of "Generation Z" and is also part of the fan community of the local sports club, Kawkab Marrakech. The AMDH asserts that resorting to pre-trial detention in cases related to digital expression constitutes a blatant violation of Article 19 of the International Covenant on Civil and Political Rights, which protects the right to freedom of expression.
