It noted that non-concerned employees were included in surplus assessments, and teachers were assigned to attractive positions without meeting the necessary criteria. Additionally, the union stated that certain teachers remained without classes, suggesting a lack of respect for merit in the allocation of positions.
Instances of teacher transfers between the Zawiya and Jnan Alward districts within the same specialization were also reported. Some teachers were assigned to remote areas, while others benefited from what the union described as "enticing" positions. The union's statement further condemned the growing phenomenon of "ghost employees" in the directorate, claiming that some staff members had not fulfilled their duties for years. The administration was accused of failing to address these issues seriously, effectively allowing new "ghosts" to emerge.
The National Union of Education Employees has held the regional academy for education and training accountable for allegedly concealing management and administrative irregularities within the Fes Directorate, while also raising concerns about other issues related to buildings and contracts. The union urged the regional directorate to take administrative and ethical responsibility for what it described as a climate of tension and unrest within the sector. It called for the publication of a "real list of surplus employees" to clarify the situation regarding human resource management in the region.
In light of these serious concerns, the National Union of Education Employees in Fes has mobilized educational staff in the region to participate in a protest scheduled for Thursday, September 24, 2026, starting at 10:30 AM in front of the regional education directorate in Fes. Furthermore, the regional office announced plans for a sit-in and overnight stay at the directorate's headquarters as part of the union's protest program.
