A significant majority of Dutch lawmakers has called for the expulsion of migrants who have arrived en masse in Ceuta without their asylum requests being examined. This motion, adopted on September 30, also targets individuals still present in the enclave following crossings from Morocco in July. The proposal, introduced by Diederik Boomsma, a member of the JA21 party, garnered 94 votes out of 150 in the House of Representatives. It received support from parties including the VVD, PVV, and CDA, while D66, DENK, and several leftist parties opposed it, according to the record published by the Dutch Parliament.
Boomsma is urging the government to present this stance at the European Council of Ministers for Justice and Home Affairs in Luxembourg. He also wants it to guide discussions regarding a new European framework for responding to border crises. The proposal does not only pertain to future arrivals; it explicitly seeks to allow the expulsion of migrants currently in Ceuta without entering into an asylum procedure. This vote thus provides a parliamentary majority for this request, the implementation of which would depend on further discussions at the European level.
Second Motion Calls for Pressure on Morocco
The lawmaker has also introduced a text directly targeting Rabat, accusing Moroccan authorities of refusing to repatriate the bodies of nationals who drowned during the July crossings and failing to cooperate in their identification. Based on this, Boomsma is calling for collective condemnation and pressures to be exerted alongside other European countries. He is also demanding that Morocco contribute to preventing further mass crossings. The government has recommended voting against this second motion.
The issue of returns is already a topic of discussion between Madrid and Rabat. On September 24, in New York, Nasser Bourita assured José Manuel Albares of Morocco's full cooperation in organizing the departure of irregular migrants who are not eligible for international protection. Dutch lawmakers, however, are calling for further action: their adopted motion aims to eliminate the asylum procedure for those involved in these mass arrivals, including those who are still in the enclave.
