ECOWAS Member States Unite for Energy Collaboration
In a significant move towards enhancing energy cooperation in the region, the Economic Community of West African States (ECOWAS) has officially signed an intergovernmental agreement endorsing the ambitious Nigeria-Morocco Atlantic gas pipeline. This pivotal agreement was reached during a signing ceremony in Freetown on July 20, 2026, and has been confirmed through joint statements from both Moroccan and Nigerian officials.
The pipeline project is a strategic initiative designed to transport an impressive 30 billion cubic meters (bcm) of natural gas annually from Nigeria through 13 West African nations, ultimately reaching Morocco. Notably, it is expected that 15 bcm of this volume will be allocated for Moroccan and European markets via an existing pipeline that connects Morocco to Spain. This collaborative effort highlights the growing recognition of the role that energy infrastructure plays in fostering regional economic integration and development.
Originally conceptualized over a decade ago by the leaders of Morocco and Nigeria, the pipeline will follow a 6,900 km hybrid route that incorporates both offshore and onshore segments. The estimated investment cost for this monumental undertaking is projected to be around $25 billion. As the project progresses, key milestones such as the completion of feasibility studies and front-end engineering designs (FEED) have already been achieved, setting the stage for future developments.
In April, the Moroccan hydrocarbons and mining agency, ONHYM, reiterated its commitment to utilizing the pipeline as a catalyst for economic integration across West Africa, aiming to boost electricity generation and spur industrial and mining advancements. This initiative also seeks to position Morocco as a vital energy conduit between Africa and Europe, thereby enhancing its geopolitical significance.
The next phase of the project will involve the formalization of an agreement between Morocco and Mauritania, which is rich in gas resources, to further solidify this strategic energy alliance. This agreement will be signed in the presence of Nigeria's president, marking another step forward in this collaborative endeavor aimed at establishing a robust energy framework for the region.
